Meeting resumes after lunch with Murray Walker of Arvid Grant, Lloyd Brum-
baugh of the Farm Loan Agency (FHA) and a representative from Carey and Kramer. After
, much len@thy discussion, a motion was made by Lyall Arey, seconded by Walter Kelly and
unanimously agreed to approve Resolution No. 11-68 as follows:
RESOLUTION NO. 11-68
RESOLUTION AUTHORIZING PREPARATION OF A COMPREHENSIVE
Cur.ooJNITY WATER AND SEWER DEVELOPMENT PLAN OF THE RURAL
AREAS OF JEFFERSON COUNTY, WASHINGTON, IN ACCORDANCE
\'/I'rH PUBLIC LAW 89-240
\~1EREAS, the Jefferson County Beard of County Commissioners is authorized to
prepare a comrehensive plan puruant to the provisions of 36.70 RCW Statute of the State
of Washington,
THE COUNTY BOARD of Commissioners
of a Comprehensive Rural Community Plan for
systems in rural communiti1as of said County
;
hereby resolves to undertake the preparation:
the orderly development of water and sewer "
as defined in Public Law 89-240.
THE COMPREHENSIVE PLAN to be undertaken will be prepared in accordance with
the guide for use of water and sewer development plan of the rural community. This
comprehensive plan shall be completed for the rural area of the County by one year from
availability of funds.
THE PREPARATION of this comprehensive community plan for water and sewer syste~s
\'/ill, in addition to assisting the rural communities in Jefferson County to qualify for
grant assistance from the various governmental sources, do the following:
1.
Develop awareness of the part of the people of rural areas
of their water and waste disposal problems.
2'. Develop on the part of the people in the area a desire to
solve problems or prevent problems in connection with water
and waste disposal. Such desire or concern shauld lead to local
community action to improve or install water and waste disposal
facilities.
3. Assist local leadership to become knowledgeable of services_
that are available from governmental and private sources.
4.
Determine best and alternatG sources of water and methods of
waste disposal and the advantages and disadvantages of each.
Prevent duplicate facilities.
5.
6. Use of Common Facilities, such as water supplies, or waste
treatment plants, where such common facilities would be more
advantageous to the public interest.
7.
Provide supplemental information on the subject shown on
Farmers Home Administration Instruction 442.7, Exhibit K,
as they relate to the ru~ community water and sewer needs.
If much of this information has been previously obtained and
documented, then this comprehensive plan will be considered
as a supplement to this general plan as it relates to the
development of water and'sewer planning in rural areas.
Provide information for properly designing faci~ities.

after careful scrutiny of finances available, hereby certify that. county monies are not'
immediately available to pay the cost of the comprohensive water and sewer plan; and
BE IT FURTHER RESOLVED, that the 130ard authorize upplication to the Farmers
Home Admird.struLion for funds to carry out the plan, and authorize the Chairman of the
Bor,rd to execute all documents necessary to serve a grant for said purpose.
