I June 3, 1968 The meeting was called to order by Chairman George Huntingford with all the Commissioners present. (;hi.;~'les Little, owner of Protection Island, appeared ',,;i th Richard Stuhr, his Engineer, and Alec Duff, His attorney. i\:r.. Stuhr, as spokesman, informed the Commissioners of the avenues explored and the decision to barge the water to the Island for all the domestic services. They do not feel that the Island can offer a satisfactory water supply by either deep drilling or a chemical purifying process and after much invest- igation and throue;h the process of elimlnatlon, they have concluded that the barged water is their only answer for the present. There will be two storage reservoirs and will be able to store ample water for the anticipated needs. Mr. Stuhr requested on behalf of the o~mer that the Commissioners give them the go-ahead on the development to proceed with the water supply being barged to the Island. (This same possibility vias discussed and permission to proceed with plattinG was given April 15, 196$ at the public hearing) Commissioner Arey moved, E:ommissioner Kelly seconded motion for the platting of Protection Island to proceed. ~Ir. R. D. Bruce, President of Pope & Talbot Development Co.) Inc., appeared with Horton Dennis of Horton Associates and Keith Bates, requesting plat approval on Port Ludlow Division No. 1. Engi.neer Becker and Commissioner Arey complimented Pope and Talbot on the exceptionally fine job they are doing in the Port Ludlow area. The motion for approval was made by Commissioner Arey and seconded by Commissioner KeLLy, and unanimously passed. ~~. Bruce mentioned that H. D. Fowler is building the Port Ludlow Sanitary Treatment Plant. *-: ,.. Hearing on the Vacation and Abandonment of that portion of the Old Leland Valley Road located within the South ~ of the South k of the SW~ of the SWi; of Section 25, Township 29 N., Range 2 W. I !il. N. and having adopted Resolution 13-68 wherein the Board of C6unty Commissioners declares its intention to vacate and abondon the Old Leland Valley Road from the North Boundary of the South k of the South ~ of the SW~ of the SWl;: 'of Section 25, Township 29 North, Range 2 West, W. M. to the northerly. bank of Snow Creek. Engineer Becker reported he had examined the portions of the road as described and proposed for vacation and finds the road is not now and has not been used as a public road for many years. He cannot in the future see any further use for this road and believes that the public will be benefited by this vacation. Calmar McCune spoke in behalf of his client, George C. Brovm. He let the Co!nmissioners review two photographs of the road which was part of a cow pasture. After consideration, motion was made by Commissioner Arey, seconded by Commissioner Kelly and unanimously ~ agreed to vacate and abandon the old Leland County Road as requested and described. John Doubek appeared in behalf of The Port Townsend Fire Department, Police Department and property owners Charles () I Meara and lVJi ckey Ti ce regarding the destruction of the buildings on the O'Meara and Tice property, vmich was formerly owned by Jefferson County. Sgt. Doubek requested permission to burn down the buildings as they are a hazard and temptation to younsters. The owners are agreeable but felt the County Commissioners should be consulted. The Commissioners were agreeable. The burning will be done as a practice exercise for the Fire Department. Sgt. Doubek, Civil Defense Director presented the Commissioners ~nth the new Jefferson County Civil Defense Emergency Operation Plan for 1968. (A book for each Commissioner) Resolution No. 15-68 in regards to hiring Carey &, Kramer for Comprehensive Sewer and Water facilities plan was approved as follows: I 1& . I . RESOLUTION NO. 15-68 WHEREAS, Jefferson County desires to procure a Comprehensive Plan for the County for Water and Sewer facilities. BE IT RESOLVED that Carey and Kramer, Consulting Engineers, be retained for , the preparation of such plan subject to the conditions of the Agreement proposed to the County by CArey and Kramer, June 3, 1968, and subject to conditions outlined by County in Resolution No. 11-68.
