November 4, 1968 Meeting W&B called to o~der by Chairman George Hunting~ord with commissioners Arey and Kelly prel!lent. Bid opG.1ng to~ Ro&d King Sloper, Grade Mor Sloper or equal..... with only one bid received a. ~ollow.: Harold Cooper $3,511.20 I Engineer Becker advised that thi8 WAS & good bid. Bid was accepted on motion o~ Commlosioner KQlly and second of Commissioner Arey. Motion made by W&lter K~lly, oacond by Lyall Arey for public hearing to be held on November 18, 1968, to adopt a county ordinance relating to solvent inhalation declaring the violation thereof;to be a misdemeanor and providing penalties. Ludlow Utilities Company hearing regarding construction, maintenance o~ water lines, aewer works, ~nd sewer linos and related water and sewer ~acilitiGs.. Franchise pertains to all Jefferson County roads ae located within Sections B, 9, and 16 o~ Township 28 N, Rangr 1 a of W. M. including but not limited to those roads dedicated in Plat of Port Ludlow. I Enginoer Bec~~rs recommendation was to include all of sections 8 and 9, and Gov't. Lots 1 and 2 o~ Section 16 only. Mr. Arey moved and Mr. Kelly seconded motion to grant franchise as Mr. Becker recommended. ClerK was instructed to answer letter to Alcoholic Committee regarding sui table of:f.ic~ space :for ~ day per week. the Commissioner's Room would be available with telephone service if they so desire to use it. Being no further business be~ore the Board, the meeting was adjourned and the Commissioners accompanied the Engineer on an inspection tour. Lonnie McCrew, the Agriculturist Exten*ion Agent, requested that he be allowed, tp transfer $131.25 :from auto expense to Capital Outlay and he be allowed to purchase ' a badly needed electric addi~g machine. Ludlow Utilities Company presented their franchise, which was approved at the November 4th meeting. It was signed as corrected. Letter read from R. W. Kerslake', P.' E.', District Engineer for Waahington State Highway Commission, Department of Highways, regarding their discontinued use of the road between Baglemount wnd Center and their desire to turn it bACk to the County Road System. Mr. Becker and the Commissioners were a bit unhappy about the terms of the l~tter :for acceptance.
