June 9, 1969

The special meeting of the Jefferson County Commissioners was called to order
by C~irman Kelly with all members present.
The Commissioners, Prosecutor Daly, Bngineer Becker and the Auditor met with Donald
A. Meyer of Marshall & MeYGr Financial Coneultants about bonding the county for the
Courthouse restoration and West Bnd facilities. Mr. Meyer estimated $150,000.00
would amortise out about .56 mill on our current expense budget at the present ratio.
George HUntingford moved and A. M. O'Meara seconded to retain Marshall & Meyer
Investment broker and finAnaial consultant for Jefferson County as a preliminary
to bond issue concerning courthouse repair, elevator probability, West End annex
municipal building. sale o~ bonds would be handled by Commissioners. It was so
approved.
Being for fur,ther business before the board, the meeting was adjourned.

The meeting was called to order by Chairman Kelly with all members present.
Bob Johnson of the Community Mental Health and Mental Retardation Boa rd appeardd
with a request for approval of new Board appointment. George Huntingford moved and
A. M. O'Meara seconded the appointment of Sister Shirley M. Smith. Mr..Daly is to
draw a resolution on hie return from convention.Mental Health Authority signed by
commisioners (statement on administrative assurance)
Rec'ived Olympic Air Polution Control notice to budget per capita assessment
for 1970 at 7C per head.

Mr. Becker reported checking with the Dept. of Nat'l Resources on new garbage
dump site. Boulder Creek rejected but Wildcat Creek was suggested by the Dept..
Huntingford moved and O'Meara seconded for engineer to inspect reqquested vacation
site of that portion of alley lying: Easterly of Lots 5 & 6 and Westerly of lots 11
& 12 of Block 6 of Tukeys Addn to Jefferson County per plat recorded in Vol. 2 of
plats, page 20 as petioned by A. B. and Margaret E. AldriCh, ORDers. Petition
presented by Glenn Abraham, attorney for petioners.
Mr. Becker reported on investigation of proposed Lazy C gravel pit. Stated
the pit is overcut on two side which would make it unsuitable as a county graved pit.
Seamount Estates, Division #1 statutory (preliminary) hearing came before the
Board. There being no objections from the Public and there being no objections from
the county engineer, the'Engineer recommended the vacation of existing county toad.
O'Meara moved and Huntingford seconded to institute the proceding for road vacation
to be effective when Seamount ,Road is completed (only through plat). Lots must be
minimum of $9,000.00. Hunting~ord moved and O'MQara seconded to apDove the developmem
of Seamount Estates, Division 1 and approve preliminary plat.
Bob Knapp, Puget Power, needs a letter of authority at Center for Puget POWer
to take over lights.
John Swift appeared be~ore the board regarding Lazy C, Division 2 & 3. Becker
pointed out to Mr. Swift that:' the oVQrlap portion at one lot in Division 1 would
have to be adjusted by vacatiun. John Swift felt that since the original plat was
presented for preliminary hearing Dec. 6, 1965 that he would not be required to meet
current platting ragul_tiono. Mr. Becker acked Mr. Swift if he had let the contract.
Huntingfot. moved that since the engineer. estimate is $8,000.00, that Mr. Swift
be allowed to furnish bond ~or $16,000.001(.. required by current platting regu1ations~
tor road work to be done in L,azy C, Divis on 2 and 3. O'Meara secondad.

John Nelson, Port Commissioner, appeared to show County Commissioners their
comprehensive pl.na tor the lagoon and boat haven area.
Motion Jnad~ by O'Meara and seconded by Huntingford to hold hearing tor 6 year
road program July 7, 1969.
The County Planning Commission appeared to present phase 1 of the 701 planning'
Mr. Poole gave a copy to the commiaaioncrG and planning commissioners to r~view for
orrors and ommiss10ns. OVer 7~ of the county non-usablo. Commissioners will roview
and report recommendations to Bob Haye to convey to Mr. poolo. The planning com-
