correspondence included Public Notice No. 69-20, Bridges, from the Department
of Transportation, United States coast Guard. Notace from County Road Administration
BoaBu of hearing ~egarding Bridge inspedtion procedures. The Department of the Army,
Corps of Engineers, advised by registered (certified) mail that the 1968 Bank protection
Jobs 68-1 and 68-2, Clearwater River near Queets, contract No. DACW67-69-C-0006, of the
Flood control Act has been completed. Receipt received from Clallaa County Library
for warrant for west-end services. The Commissioners were advised by letter that the
proposed plan, budget, and related materials for the 1970 &ental Health Program in
Jefferson County was received, reviewed, and approved. $3,687 was allocated for the
ensuing year.
Permit approved for Pacific Northwest Bell to lay buried cable. Cable to be buried
along easterly side of cedar st from the lst pole north of Hayden St, northerlp for
approx. 95'.
Lester Hall appeared to ask permission to accompany the Commissioners to inspect
,ao' strip bought by Swanson and Creighton adjomning his property and the county's.
When advised by commissioners that they had already visited the North Beach site by
Mr. Hall's house, Mr. Hall voiced his objections. surprise was expressed on the city
issuing a building permit on a ~O' lot.
Letter read for request for hearing on removal of the Lake Leland Bridge, sent by
the Jefferson County Sportsmans Club, James B. Jones, President. Mr..James B. Davis
appeared in behalf of the Sportsmen's Club. Mr. Kelly advised Mr. Davis that the bridge
is in rotten condition and has been condemmed by the Highway engineer.
Letter reread from the Dept. of Game, Mr. Biggs, Director and Mr. Arthur Crew,
and lemter from Mr. Bergstrom to game Dept. in reference to Lake Leland Bridge.
Mr. Mike Ragon, from the Game Dept., requested hearing on the removal of t~e Lake
Leland Bridge, as he said both Mr. Kelly and Huntingford had inferred to him one year
ago that the bridge would remain indefinately.
Mr. Becker expressed the safety hazard on the existing bridge and the maintenance
gactor involved in the continued maintenance.

Mr. Mel Johnson, Lake Leland resident, requested consideration for leaving the
bridge until other arrangements can be made. The commissioners were agreeable to a
hearing after a meeting with the Game Dept.

Mr. Ragon said the Game Dept. put about 22,000 fish in the lake for fishermen.
Glen Henderson, Olympic Inn Properties, appeared in regard to his Olympic Inn
Development. Roads and water system in in. He stated ~is roads are oiled, but steep.
He wants to keep it a private, not public facilities in regard to Kads, water system,
etc.. Mr. Kelly stated he is personally against the roads being approved as private
roads. Mr. Henderson said he would submit the plans to the Commiss oners upon revision
of their lot sizes. Mr. Henderson said everyone who has purchased has been advised
that the facilities will remain private, streets are 28' wide. Becker and Henderson
both said that Mr. Henderson did not originally intend to develop under the platting
regulations, but as a private club. Mr. Kelly will review.
Cecil Hall, Black Point properties, appeared regarding existing road ri~ht-of-way
and possible right-of-way through his proPlarty. Mr. Hall said he does; not object to holp:lg
out financially on construction of road. Mr. Hall was advised that Mr. Miller would
probably be very understanding. Mr. Hall will contact Miller in this regard.
~Irs. Ida Hinton appeared in regard to school bus stopping on short curve at the
top of Forest Hill road, Swansonville. Mrs. Hannan, of Port Ludlow was unable tp appear
but advised throught Mrs. Hinton that the curve in a dangerous hazard. Engineor Becker
and Commissioner Huntingford will review the site for possiblility of widening apaco
for school bus to pullout into. Water and drainage problem is in that location.
Assessor Sofie said the State Levy would be 8.7 mills for 1970, .l higher than
1969.

Building permit procedures wero reviewed.
Les Rolino appeared with scale model and plans lor the Wast-end Annex. Mr. Roline
will send a coloured picture of brick, cedar shake, and cedar facia on front ol tho
proposed building. Estimated $20.00 or $lS.OO per sq. ft.
Hungingford moved that bid call be issuod for the West-End Annex. Motion secondad
my O'Meara. r-Ir. Roline will advise when ready with specifications.

of Resolution No. 3l-69, adopted September 2, 1969, and the allegations constituting
the emergency or tho amount of expenditure authorizod, to-wit: the Bum of $1,300.00
T~mREFORE, that same are hereby approved and confirmed, and that tho County
Auditor be and she is hereby authorized and empowered to draw warrants against the
Currenct Expense Fund of Jefferson County not to oxceed a gross of $l,300.00 upon the :
presentation ot properly approved ouchers, such expenditure shall be chargeable to the.
1969 Budget as the County Auditor deems appropriate, PROVIDED HOWEVER! that no expend-
iture shall be made or liablility incurred pursuant to this order unt 1 a perior. of
five days, exclusive of this day, have elapsed.
