ORDINANCE NO. l-6~
AN ORDINANCE of Jeffcrson County defining and regulating the installation or modification
of individual sewage disposal sy stems; setting standards; requiring
permits; setting fees; authorizing the Olympic Heal~h District Officer to
promulgate reasonab[e and necessary regulation to carry out the purpose
and intent of this ordinance, and providing penalties.
WHEREAS, the unregulated design, construction, repair and installation of individ-
ual sewage disposal facilities in Jefferson County has been obseeved to create public
health and nuisance problems due to faulty installation or improper location, and
\~EREAS, it is in the best interest of the general public that the installation,
repair and maintenance of individual sewage disposal systems be inspectea by the
health department and approved prior to use,' now, therefore,

BE IT ORDAINED and the Board of County Commissioners for Jefferson County, Wash-
ington, does thereby adopt the following definitions and regulations relating to
individual s6wage, disposal systems.
Section 1. Definitions. The fOllowing words and terms shill apply in the
interpretation and enforcemeBt of this ordinance, viz:

A. Individual Sewaqe Disposal System shall mean the house sewer, septic tank,
absorption system and appurtenances which are used to conduct sewage in an
approved manner from any premise or building to final disposal.
B. Sewaqe shall mean any and all wastes emanating from sanitary fixtures which
normally discharge to a sewerage system and shall include toilet, shower,
sink, and laundry wastes.
C. ~i!les shall mean any building, structure or location utilized as a resi-
dence, place of business, place of public assembly, place of employment, or
other place where persons live, congregate or are employed.
D. Persons shall mean any institution, corporation, individual, partnership
or associati,on.

E. Commercial Installer shall mean any person engaged in the business of
installing nnd/or repairing individual sewage disposal systems.
F. Approvam shall mean having been approved in writing by the Health Officer.
G. Health Officer shall mean the:Health Officer of the Olympic Health District
'ii'S'dCfined by RCW 70.46, or his authorized representative.
H. Health Dapartment shall mean the Olympic Health District as legally created
under the laws of the State of Washington.
I. P~rmits shall mean a written permit issued by the HQAlth Offi.cer granting
permission for tho construction or repair of an individuAl sew~ge disposal
system.
J. Fees shall mean those charges made as hereinafter authorized for the issuing
of permits and making inspections AS found nGcesaary.
K. ~nstaller9 pormit shall mean the writton permit iS9ued annually by the
He~lth Office~ to a Commercial Installer who has demonotratqd his ability to
install individual sewage disposal pystoms in tho manner hereinafter flet forth.
L. pr.iv~ t~haU mean a structure located over a fl" lInd rodant tight pit to bo
used for receiving human wastes.
