Any person who violates any provision of this or- dinance, or any provision of any regulation adopted by the Health Officer pursuant to authority granted by this ordinance shall be deemed quilty of a misdemeanor, and upon conviction be subject to a fine of not more than $100.00 ($100.00), or by im- imprisonment in thG Jefferson County Jail for not more than lO days, or both by such fine and imprisonment, and each day's failure to comply with the provisions of this ordinance, shall constitute a separate violati.on. Section 9. A~PQal. Any person aggri~ved by the disapproval of plans or construction of the Health Officer may within f1fteen (lS) days appeal in writino to the Board of Jefferson County Commissioners. The Board may then set a date ~or hear- ing the appeal. An adverse decision of the Board shall not preclude further proceed- ings in the Superior Court of Jefferson County. Section lO. That this ordinance, and the first proposed rules and regulat- ions of the Health Officer of the Olympic Health District, insofar as they pertain hereto, shall become in force and effect January l, 1970. Section ll. unconstitutionality Clause. If any sentance, clause, phrase or section of this ordinance is held to be unconstitutional, such holding does not affect the legality of any remaining portion of this ordinance. I, the duly appointed Health Officer of Jefferson County, do hereby declare the foll- owing action to be necessary for the protection of public health in Jefferson County and therefore promulgate the Rules and Regulations as authorized by County Ordinance No. 1.::22. SECTION I. General ReQuirments. A. Prom and after the effective date of these regulations it shall be necessary that every building or structure where a person or persons may live, congre- gate or be employed by provided with an approved method of sewage disposal. l. \~enever a public sew~ge system is available within 300 feet, all premises having domestic waste drainage piping shall be connected to the public system. B. The type of system shall be determined on the basis of location, soil, soil protection ground level and available land area and shall be designed to re- ceive all sanitary wastes emanating from the building or structure. C. ThQ provisions of these regulations are not intended to preclude the use of alternate materials or methods of construction th~t may hereafter be proven to be satisfactory and is approved in writing by the Health Officer. SECTION II. Location. A.
