Joe Bailey appeared re: Pettigrove Building. He was referred to the Assessors Office.
Mr. Roy Norberg appeared and spoke against the ~ sales tax.
Bills signed by Commissioners for Lincoln Construction Co. and Les Roline for West-end Annex.
Lazy C Bond Bid does not have Jefferson County's name on it. Question as to whether bond is
legal without the name. It is to be referred to Daly.
Motion made by Commissioner O'Meara and seconded by Commissioner Huntingford to appro~e the
bond for Lazy C Club Inc. water system if the bond is re-written to $24,000, in the name of
Jefferson County, and is satisfactory to Engineer Becker and Chairman Walter Kelly.

Steve Roy, Jr. Probation officer, appeared concerning a job program for juvinals between lS !i
and 17 years of age. He is interested in starting a program such as NYC and hire boys to help'
on roads and park programs. He will draw up a program and appear before the Board again on
f'ilay 4th.

James Kors, P.E. appeared re: Survey of Solid Waste Disposal. Proposed to submit the applica;~
tion of County to State Department of Health for grant for funds. it

Notion made by Commissioner O'Meara and seconded by Commissioner Huntingford for James Kors tol
prepare and submit application for grant on behalf of Jefferson County.
Auditor Betty Temple appeared concerning the floor covering for the elevator. Commissioners
asked that she use her own judgement, taking funds available and quality of covering in to
consideration.

Commj.ssioners discussed Public Employees Retirement System. Commissioner O'f'ileara took ballotsi,
for election of employee representative, and certification form to give to committee. i
County Assessor, Jim Sofie, appeared to discuss letter he had received from the Department of
Revenue regarding appraisal program to be conducted in Jefferson County.
Notice of application No. 357231 for class E liquor license for Robert Milton Kunz, Plea sent
Harbor Marina, received by Commissioners.

Commissioners Huntingford and O'Meara and Auditor Betty Temple counted canh in the Treasurers
Office. Cash on hand as of this date is $19,992.50.
Commissioners had meeting with PUD, at the request of the PUD. They wanted to know if the
Commissioners felt a water survey was necessary to see if the county or PUD should go into the
water business to supply Tri-City areas. Commissioners and PUD agree that a survey is necess-
ary.
. There being no further business before the Boatd the meeting was adjourned.

Meeting called to order by Honorable Chairman Walter A. Kelly wi th all members
Steve Roy, Jr. Prob~tion Officer, appeared rc: Youth p~ogram for boys at the age of l4 - l5
ye~rs. Appe~ring with Mr. Roy were Mr. Dave Reynaud, Youth Development Corp. Chief with the
St~te Park Department, and Mr. Love, Employm~nt officer at Port Angelee.
Mr. Reynaud said they started with resident youth camps, and went to regular summer day work
': programs. Main purpose is to teach young boys how to worl(. Youth now is restricted becaullo
I, of minimum wage law. program they propose is a ten (lO) m~n day for eioht (8) weeks at $5 a
day. Overall total, including insurance would be $4,500. If program is adopted by Commiss-
ioners, it would be run by their org~nization.
Mr. Love stated that the Commissionors were to send the criterion, and they would do the
,hoiring.
