~ Sales; as per Petition No. 1 - herewith. Their contention being that the Assessor in error!:

lion the contention that stumpage values were much lower on 1, January, 1970, than at the time

purchased.
In response, the Assessor pointed out that the assessment in this case was not ar-
bitrary, but was made in the same manner as on like property, based upon returns made by
other purchasers of State Timber Sales at the original bid prices. The Assessor further
pointed out that of numerous purchasers of State Timber in Jefferson County, Dnly one other
company had submitted a discounted return, which had been returned to that company ilssessed
at full bid price; and the con1\:>any had accepted the Assessor's findings il1 their case.
Tho Assessor contended that a review of the First Quarter State Timber Sales failed
to show that bid prices for stumpage in the lst. quarter of 1970 were appreciably lower than
various sales Juring 1969.
After sume discussion with the Petitioner and the Assessor, it was the BO<:lrd's dec-
ision to uphold th e assessmcn t as entered by the Assessor.
The Chairman then asked if there was any other petition to be heard. The Board was
informed that a Nr. G. Egan had submitted <:I petition, assigned NO.2, but advised he would
not appear before the Board, as the difference with the Assessor's office had been resolved.
The Boord took no action on the Petition.
The Board then moved to the Assessor's office to review and discuss the Tax Rolls
with the Assessor. The BO<:lrd recessed at 4:00p.m. to reconvene <:It l:30p.m. on July 10, 1970

man Kelly objected. Included in contract is on the job training for Assessors staff (field
deputies and office dep~ties) in the appraisal technique. Present were Clinton Randall and
Lloyd Howard of the Department of Revenue, and Paul ~l. Chrismer of Cole-Trumble-Layer Co.

Commissioners received <1 letter from Donald D. Herrma.n, City Manager, Port Angeles, regard-
ing the Olympic Regional Planning Council. They would like Jefferson County to join their
Council.

reational highways systems.
