Mr. Glen Abraham, Attorney, and Mr. Mickey Youngblood appeared regarding the 1/2 mill dispute between
the City and the County. Mr. Abraham is not representing the City at this time, he came just as a member
of the Council with the suggestion that possibly the count y and city could compromise. He said that is the
county could take about $7,000 off the city's shoulders maybe ;the Mayor would see fit not to levy the 1/2
mill. Said, for example, the amount the city pays to the Humane Society and the Olympic Health District
is approximately $7, 100 and that possibly the county could take over these p!lyments, although the city would
still have to pay them something to maintain their contractual relationship. No definite answers were given
but it is hoped that some agreement can be made.
Group of four women appeared to ask what was being done for a swimming area at Lake Leland. Motion made
by Commissioner Huntingford, seconded by Commissioner O'Meara that letter be written to the Game Depart-
ment requesting permission for a swimming area. Appearing were: Eva Taylor, Doris West, June Boulton
and Elsie Andrew.
Mr. Bill Breitweg, representing the Hadlock Lyons, appeared re: Strip of property on Marrowstone Island,
owned by the Navy, from the end of the bridge forward. Mr. Breitweg is interested in the county acquiring
this property for use b y the different clubs and organizations. Motion by Commissioner Huntingford and
seconded by Commiss ioner 0' Meara to write letter to Senator Jackson, including map showing location of
property, to request leasing of the property by the county.
Jesse Allen and Allen Link presented preliminary plat for Link's Canal Tracts. Motion by Commissioner
Huntingford, second by Commissioner O'Meara to approve the preliminary plat.
Melvin Kivley appeared re: Water situation at Hadlock. He was informed that a survey was being made by
the PUD and that it needs to be completed before further action can be taken.
Commissioners signed application for assistance from Soldiers' & Sailors' Relief Fund for John Fairbanks
for $250.
Commissioners approved and signed two (2) bills. 1) Medical Building. $45.

2) Olympic Health District
Motion by Commissioner O'Meara and second by Commissioner Huntingford to approve minutes of September
28th. meeting.
Commissioners signed Resolution No. 32-70, Emergency resolution for funds to pay Clallam County PUD
for power on Mt. Octopus.
RESOLUTION NO. 32-70
WHEREAS, it appears to the B.oard of County Commissioners for Jefferson County, that
the Current Expense Budget does not have sufficient funds to maintain it for the year of 1970, due to the
emergency which could not have been foreseen at the time of preparing budgets, and
WHEREAS, it appears that the following approciation is necessary due to the delay in
billing by the Clallam County Public Utility District for the County's proportionate share of the contract
entered into between the District, the Board of Jefferson County Commissioners, Peninsula Telephone and
Telegraph Company and the Department of Natural Resources, and,
WHEREAS, there Is an outstanding balance due for sum of five hundred and eleven dollars,
BE IT HEREBY RESOLVED, that there be, and hereby is appropriated for Immediate
i expend iture for the following:
