Commissioners received information from the Olympic Air Pollution Control Authority re: Air Pollution in
Your Area: Authority Enforcement; Questions and Answers,
Memorandum from Pros, Attny. Daly re: Williams vs Egan. Stated a not dissimilar situation was presented
in King County in 1962.
Letter from Cook &: Dunlap, Attny's. re: Throne vs Jefferson County. Advised they will move for a consoli-:!
dation of the two plaintiffs cases going and also for a transfer of venue to Jefferson County,
There being no further business before the Board, the meeting was adjourned.

10:00a. m. Meeting called to order by Chairman A. M.O'Meara with all members present.
Mr. Henry Hajek, Representative of the Navy, appeared re: Lease of Indian Island Property by County.
Stated he had no legal authority to inter into contract, but come to notify the Board of steps necessary to
apply for lease. Suggested County apply for five year lease because Naval Command in San Bruno, Calif.
is authorized to handle contract for up to five years; over five, application must go to Washington D. C, Als9
lease must have provisions to enable Navy to terminate if necessary, such as in case of emergency. Said i:
first step is to send Officlal Letter of Request stating: number of years count}' wanta to lease; immediate
and long range plans; if it is to be operated by the county with a Caretaker or sub-leased out; if overnite
comping is planned and if fee would be charged and where the money would go - into county fund or back into
property: how property would be used - camping, picnicing, clamdigging, oyster picking, etc., and that
property is covered by insurance again.st death, injury or damage to personal property. Copy of Insurance
policy is to be sent to the Navy, County should state there are no funds ava~lable in the Budget at this time
and request a nominal fee be charged by the Navy, in ,as much as it would not be income property until pos-
siblya later date, Mr, Hajek asked that three copies of the letter be made and flent to: Commanding Ofiiceri
San Bruno, Calif., Henry C. Hajek, % Seattle Branch, and Commanding Officer, Keyport, Wa9hington, .
Mr, Phillip K. Jackson, Manager, Cialiam County PUD, appeared re: Damsite in Jefferson County, They
have rende red this prope rty uneconomical in the cons ide ration of ii, powe r producing fae ility and consequently
would llke to sell, It is the considered opinion of the Board that property is not suitable for a Park and Jeff-
erson County couid not utlllze it in any other '.'lay foreseen at this time. Motion by Commissioner Kelly,
second by Commissioner Huntingford not to acquire property, Unanimous by Board,
Mr, T, F, "Tom" Whalen, District 1 Director, Dept, of Civil Defense, and Mr, John Doubek, Director for,
Jefferson County, appeared re: Federal Funding Progra.m for Civil Defenefl. Mr. Whalen stated the county
could up-grade program In this area by applying for matching Federal funds. This would raise Mr, Doubek's
wages, nessitate the hiring of a secretary and put them on the State Morlt System which would guarantee them
an annual raise, Auditor, Betty Temple advised that CommlBlliotlero hold off on decision until they could check
with Whatcum County, because they are having difficulties with the Union ove r raises in lIalilrleo. Mr. Whalen
was advir;ed the re are insufficient funds in the 1971 Dud get to enable the county to apply and unleo 9 the City
can help fund the program It would not be possl.ble for the county to carry the program alone.
