Motion by Commissioner Kelly, second by Commissioner Huntingford to accept minutes of April 5th. meet-
ing as presented.
Commissioners signed Call for Bids for one Towed Type Chip Spreader to be opened and read on Monday,
April 26th. at 10:00a. m.
1 Motion by Commissioner Huntingford, second by Commisssioner Kelly to reappoint Bob Matheson to a. five
year term to the Jefferson County Housing Authority.
Commissioners received copy of letter to Grays Harbor PUD No.1 from Sheriff Hansen re: Purchase,
treatment and "set" of one 50foot pole for radio reception for communication base radio in Weat-end Anne:(.

Mr. John Doubek and Mr. Tom Whalen appeared re: Civil Defense for Jefferson County. They disOl ssed the
"Personnel and Admini strative Fund" which is federal funding for the Program. (Federal matching funds)
Commissioners concur that program should not cost the county any more money than is now budgeted. Com-
missioners will have to sign resolution for State Merit System. Motion by Commissioner oHuntingford, sec-
ond by Commissioner Kelly to accept program. Mr. Whalen stated only secretary would be included in
Merit System - Director is exempt. Commissioners signed Letter of Authoriza.tion and ResolutiOl1 No. 11-71,
Original Adoption of Civil Service System Rules.
RESOLUTION NO. 11-71
WHEREAS, it is the, intention of the Jefferson County. Board of Commissioners to
establish for its Civil Defense Department a civil service system of personnel administration based on merit
and scientific methods governing appointment, promotion, transfer, lay-off, recruitment, retention, clausi-
ficationand pay plan, removal, discipline ,and welfare, sick leave and vacation,ben-efita and other incidents
policies;
of employment; and further that all appointments and promotions shall be made on the basin of e.atablished

NOW, THEREFORE, IT IS HEREBY RESOLVED by the Jefferson County Board of Com-
missioners as follows:
ORIGINAL ADOPTION OF CIVIL SERVICE SYSTEM RULES
The State Personnel Board, as provided for in RCW 41.06.110, is designated as the
civil service commission for the Civil Defense Department of this county, and shall be h<lreinafter referred "
to as the Personnel Board. 'rhe Director of the State Departrnent of Ptlrsonnel in deoignated as the administ- !
rative officer and the State Personnel Department is designated as the administrative agency for operation of '
the County Civil Defense Civil SfJrvice System. The Personnel Officer of the Stato Civil Det'ense Department
is designated aa the Peraonnel Officer for this County Civil Defense Department, and Rhall repreaent this
Board and the County Civil Defense Department to the Department of Personnel llInd the Personnel Board in
the transaction ot' routine civil aorvice bUllinesa.
