Bid Openings for various sizes and gages of metal culvert pipe. 1) Cascade Culvert, Inc, $2,204,81 2) ArmcoSteeiCorp. $2,317,30 By Motlon of Commissionu' Kelly and second of Commissioner Huntingford, Engineer Becker took bids for correct totaling. Upon returning, Becker sdvised that Cascade Culvert had presented the low bid of $2,204,81, Motion by Commissioner Huntingford, second by Commi:nloner'Kelly to award bid to Cascade Culvert, Unan- Imous by Board, Continuation of Hearing for Jefferlln County Platting Ordinance. Chairman O'Meara advised that necessary adjustments and additions have been made, Mtion by Commissioner Huntingford, second by Commissioner Kelly to approve and accept Ordinancd as corrected. Unanimous by Board, PLATTING ORDINANCE NO. 2-1971 AN ORDINANCE RELATING TO PLATTING, SUBDIVISION AND DEDICATION OF LAND: PROVIDING RULES AND REGULATIONS FOR THE APPROVAL OF PLATS, SUBDIVISIONS AND DEDICATIONS: PRESCRIBING STANDARDS FOR THE DESIGN, LAYOUT AND DEVELOPMENT THEREOF: P~OVIDING FOR' THE GRANTING OF EXCEPTINS AND DEVIATIONS THEREFROM AND PROVIDING METHODS FOR ENFOR_ CEMENT AND PENALTIES FOR THE VIOLATION THEREOF: BE IT ORDAINED BY 1H E BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY, STATE OF WASHINGTON, AS FOLLOWS: ARTICLE I. GENERAL PROVISIONS: Section 1. 01 Title -This o~dinance shali be known and may be cited as the "Jefferson County Platting Ordinance. " Section 1.02 Purpose -The purpose of this' ordin'ance is to regulate the subdivision of land and to promote the public health, safety and general welfare in accordance with standards established by the state and to prevent the overcrowding of landj to lessen co'ngestion in the streets and highways; to provide for adequate' .light and air; to facilitate adequate provision for water, sewerage, parks and recreation areas, sites for schools and s:hoolgrounds and other public requirements; to provide for pro'per ingress' and 'egress; and'to require uni- form monumentation of land subdivisions and conveyancing l)y a'cc\lrate legal description. Section 1. 03-Application of Regulations-The subdivision and platting of land into five or more lots is hereby required to proceed in compliance with the provisions of this ordinance. ' The provisions of this ordinance shall not apply to: (1) Cemete rie sand othe r burial plots while used for that purposej (2) Subdivison of land into lots or tracts where the smallest lot is five (5) acres or more and not containing a dedication of a public right-of-way; (3) Divisions made by testamentary provisions, the laws of dissent, or upon court order. , Section 1.04 Regulations Mandatory--Any map, plat, replat or plan hereafter made of any subdivision or any part thereof within the territorial limits of Jefferson County, with the exception of areas within incorporated cities or towns, shall be presented for approval and be recorded as' prescribed by this ordinance. ,All land developed will be subject to the provisions of this ordinance, even though the ownership of the land remains with the club or developer. Section 1. OS-Authority Pursuant to the authority contained in the Laws of the State of Washington, Cha,pter271 ; Laws of 1969, as thereafter amended, and RCW 36.70 the Board of County Commissioners are assigned the responsibility for the approval or disapproval of proposed plats, subClivisions, and dedications. The Jefferoon County Pianning Commission shall review aU proposed subdivisions and make recommendations thereon to the Board of County Commissioners to assure conformance to the general purp~sefi of the Comprehensive, Plan and to planning standards and I:Ipecifications as adoped by the County. Reports of the planning commission shall be advisory only. Upon compliance with Chapter 271, Laws of 1969, and RCW 36-70, Section 1. 06 Administration-Proposed plats, subdivisions and dedication 'Of land outsid of incorporated cities and towns shall be submitted for preliminary approval to the Jefferson County Commissionera subject to the limitations hereafter provided. Authority for the final approval or disapproval of plats, subdivisions or dedications is vetsed in the Board of County Commissioners of Jefferson County.
