Natural water courses and drainage ways shall be designated as an easement reserving to the County the right to enter such properties for the purpose of flood control or protection. d. Plans, profiles, and specifications of proposed improvements shall be furnished at the time of submitting a preliminary plat for approval and be approved by the County Engineer before the plat is pre-I sented to the Board of County Commissioners. Such plans and profiles shall show full details of the proposed I Improvements, wbicJil shall be according to the standards for the County of Jefferson as defined by action of the Board. They shall be drawn upon standard Z3!'x 39" Federal Aid Plan-profile sheets. Section 3.06 - Preliminary Plat Approval - a. The approval of a preliminary plat shall not guarantee final approval of the plat or subdivision nor constitute an acceptance of the subdivision. Approval shall be authorization to proceed with the prepara- tion of the final plat along the lines indicated in the approval of the preliminary plat. b. Approval of the preliminary plat shall be effecrive for one (1) year from the date of approval by the County Commissioners, during which time a final plat or plats may be submitted. The County Commission- ers may extend the approval period upon the application of the subdivider or may require that the preliminary:, plat be resubmitted. c. During the one year period or approved extensions between approval of the prelim.inary plat and submission of the final plat, neither the Planning Commission nor the governing body shall malUs any changes in the various requirements pertaining to the preliminary plat or call for the dedication of addit.ional areas or installation of additional or more extensive improvements than were set forth at the date of action on the pre- liminary plat. However, changes or alterations may be made if requested by the subdivider and approved by the County Commissioners. ARTICLE i V FINAL PLAT . Section 4.01 Procedure for Filing a. For the purposes of filing a final plat, the subdivider shall submit to the Engineer an original final plat three (3) dark line prints the reof. b. After receiving copies of the final plat, the Engineer shall examine or have examined the map , for sufficiency of affidavits and acknowledgments, correctness of surveying data, mathematical data and computatio and such other matters as require checking to insure compliance with the provisions of state laws pertaining to subdivisions. The engineer will order an independent computer check of the plat, after which, if the final plat is found to be in correct form and the matters shown thereon are sufficient, the Engineer shall certify the tracing. c. The Engineer and Treasurer shall sign the final plat tracing pror to its presentation to the Board of County Commissioners. d. After being approved as required by Section 3.01 above, the final plat shall be p~esentecl to the Board of County Commissioners. Each subdivision .shall be accompanied by a certificate of title, dated not to exceed five (5) days prior to submitting a plat for final approval, showing the names of all persons, firms, or corporations whose consent is necessary to dedicate road, street, and other easements upon said map. After finding that the final plat has been completed in accordance with the provisions of this ordinance, and that all required improvements have been completed or that arrangements 01' contract.s have been entered into to guarantee that such required improvements will be completed, and that the interests of the C.ounty are fully protected, the Board of County Commissioners will sign the final plat accepting such dedications and easements as may be included thereon, and the final plat shall be returned to the applicant for filing for the record with the County Auditor as provided in Section 4.09 of this ordinance. e. The Board of County Commissioners shall not as a condition to the approval of any plat require a release from damages to be procured from other property owners. f. After filing the final plat one (1) reproducible copy shall be furnished to the County Engineer, and paper copies furnished to thE: Assessor and all agencies affected by the plat, from whom approval has been received. g. Any lots in a final plat filed for record shall be a valid land use notwithstanding any change in zoning laws for a period of five (5) years from the date of filing. h. No engineer who is concerned in any way with the subdividing and platting of the land for which subdivision approval is sought, shall examine and approve such plats on behalf of Jefferson County. Section 4.02 Drafting Standards a. The final plat shall be clearly and legibly drawn in ink upon tracing cIo th, stable base mylar polyester film or other approved 'material. Photographic reproduction on stable base mylal' polyester film may be substituted. . ~b.II~)The scale of the plat shall be b;;; 100 feet. Letering shall be at least 3/32" high. ,The perimeter of the plat or subdivision being recorded shall be depicted with heavier lines than the remaining portion of the plat ' or subdivision. " c.
