Ken Howorton, Superintendent, intermodiate School District #114, appeared to introduce five members of his staff
Ilnd to inform of the School Districts function, expenditure of funds, and progress. Staff members are: Douglas
Strayer, Jim Wise, John Holmes, Verne Frankhousor and David Cupp.

road should be graveled before oiling and they said they would take care of graveling. Commissioner Kelly
informed them no oiling will be done in that area until next July and he and Mr. Becker wUl inspect site before
giving definite answer.
Board reviewed Budget Report for July, August and September 1971.
Board received letter from Fred L. Minch, Jr. ra: Olympic Inn Property. Stated they purchsed six lots several
years ago and now are advised lots are not large enough to build on. Commissioner Kelly stated this pIa twas
never accepted or approved by the Board, and is therefore 1llega 1.

Letter from Herbert Nylund, requesting information on construction of bulkhead on his property. Letter will be
answered referring him to Bob Hays, Chairman, Shore land Advisory Commission. No restriction by the Board.
Request for changes in Agreement from Teamsters Local 589 for county road department. Meeting will be
arranged for discussion on proposed changes.
Notice of funds, in the amount of $1,250, awarded to support Jefferson County Mental Retardation Board planning
and coordinating functions from the Dept. of Social and Health Service.

Engineer Becker presented Agreement received concerning Bridgehaven Development sewage disposal system.
Agreement will not be signed until legal acceptance by co.
County bust land fee title land transmittal of funds in the amount of $870.14. Interest earned on monies in
Dept. of Natural Resources Suspense Fund.
Board received letter of appreciation from Chamber of Commerce for opening the Courthouse for tours in connection
with the Victorian Homes Tour.

Motion by Commissioner Huntingford for Engineer Becker to check out three low bids for correct totals and
completeness of bids, second by Commissioner Kelly. Engineer Becker returned to inform totals are correct,
and recommends Robt. L. Garten as low bidder. Motion by Commissioner Kelly, second by Commissioner
Huntingford to award bid to Robert 1. Garten Const. for $5,470.35. Becker advised the holding of next two
low bids due to the h~lding of next two low bids due to the fact that Garten needs to raise bond within twenty
, days. If he is unable to do so, bid will have to be awarded to the next low bidder.

Tommy George Jr. appeared with his wife re: Tavern License. He has purchased property in the Hadlock area
and wishel3 to build an ultra modern tavern with the atmosphere of a cocktail lounge . Chairman O'Meara
informed that Board objected to too many outlets in that area. Mr. George stated that large number of tourists
dictate the need for another tavern, and the only one there operates a "closed shop". Commissioner Huntingford
stated the State Liquor Board has full control and if they approve, it's fine with him. Commissioner Kelly said
he was not in favol' of turning it down. Chairman O'Meara disapproves, but said he would I ike to know the views'
of the lJquor Board.

D. E. Hertzog, P.E. from Hansen & Chalker Engineers Inc. appeared re: Solid Waste Management. Engineer
Becker informed tha t Board is accepting proposals from all firms. Mr. Hertzog will present proposal from his
firm at later date.
FroG. Attny. WilHam Daly and Englm~er Becker prosented resolution for tho establishing of a Review Committee
for their recommendations on tho Comprohensive Water and Sewer Plan, and Water Study from P. U.D. regarding
T'ri~City Ilnd Qullcone area. Motion by Commissioner Huntlngford, socond by Commissioner Kelly to adopt and
Bigl' Resolution No. 37~71, as foHows: Unanimous by Board.
