Ii ii 'I I r I i I: i' " " i Commissioner's Proceedings Vol. P Jefferson County, Washington RESOLU'rION NO. 46..71 WHEREAS, the Clallam-Jefferson Juvenlle Cour.t District iEl now operating under monies budgeted separately by the said counties; and WHEREAS, such separate budget procedures cause confusion and inconvenience and results in a lack of ov~ra 11 program understanrUng and critical evaluation by elected officials; and WHEREAS, these said problems could be minimized by consideration of the proposed annual budget of the Juvenile Court by a committee consisting of a representative from both Clllllam and Jefferson County Boards of Commissioners; now THEREFORE BE IT RESOLVED by the Jefferson Count)' Board of Commissiom rs that it is hereby agreed to annually, prior to adoption of the Preliminary Juvenile Court Budget, to appoint one (1) member of said Board to meet with a Commissioner of Clallam County as a budget review committee at a mutu~lly agreed time to jointly consider with the district probation office and make such changes as are deemed necessary in the said budget and to submit the respective portion of the approved total preliminary budget to each Board for final consideration and adoption; and BE IT FURTHER RESOLVED that the Juvenile Court Probation Officer shall, starting in 1972, act as a technical adviser to the budget review committee and formulate his budget according to law and as follows: 1) Prepare a budget which indicates the total costs and usual division of such costs. 2) Prepare partial budgets indicating the total costs and usual division of such costs to be allotted to each participating county; and BE IT FURTHER RESOLVED that this resolution shall be null and void if concurrent and agreeable action is not taken by the Clallam County Board of Commissioners prior to June 1st., 1972. Daly, re: The Creation of an additional judgeship for Jefferson-Clallam Judicial District, as follows: -RESOLUTION NO. 47,-71 WHEREAS, for some time last past the Board of County Commissioners for Jefferson County has entertained and received information having to do with the work load imposed upon the Hon. Joseph ':1. Johnston, and the propriety touching upon the creation of an additional judgeship for the judicial district compriSing Clallam and Jefferson Counties, and within the week having reviewed information emanating from the State Administrator for the Courts, this Board finds and determines that the creation of such an additional judgeShip is in the public interest, and recognizes the maxim that "justice delayed is justice denied," therefore, BE IT RESOLVED that it is the sense of this Board of County Commissioners that the legislature of the State of Washington give due consideration to this pressing problem.
