Maher, Area Manager, Pope & Talbot Development Inc., stating he has been ordered to active duty by the Army and will be unable to attend Shore1.1ne Management Permit Hearing. Mr. Mathew C. MacLeamsberry will represent Pope & Talbot in his absence. Meeting re: Jefferson-Clallam Council on Alcoholism. Those attending were: Mr. Ed Kenealy, State Alcoholic Section; Mr. Norm Benn, his assistant; Mr. Frank Nebish, C.A.P, : Members of Cla11am Co. Council, Lewis J. Gates, Dan Robertson, Robert I. Rosen, and Richard M. Price, Director: Members of Jefferson County Council, Paul Miller, Mel Kivley, Florence Judy, Bob Goehring and Margery Johnson, Director; Representative Paul Connar, and Dr. Shirley Benham, Olympic Health District. Mr. Kenealy advised that Jefferson and Clallam counties should remain together on one council since the original contract for funding was for both counties as one unit. Said Jefferson County's population is not large enough to qualify for funds, and we would also loso the advantage of having qualified, experienced director, Dick Price. Mr. Price was appointed when original council was formed in 1969. He appeared before this Board at that time and has not appeared since. It was established that he haB helped twenty-flvo pooplo in this county. When council was first formed, he was here one day a week but has not kept that schedule for last two years.. Clallam County has been receiving $12,000 a year for council, but no f\Jndo have boen glvon to Jefferson and no funds have been requested from JeffGrson for support of council. Mr. Miller said our council is open five days a week, eight hours a dny and hao had tremendous response. Stated they have 37 clients, with 52 children involved, and 268 phone calif) and walk-Ins' within twenty days. Have received some funding from churches and socia! groups and much In-kind service from Health Dept., Sheriff's Dept., MH/MR Board, the Leader, and many other agencleo, which prove Jefferson County does need a full time center and can support one. Mra. Johnson Is also a qua llfl~d, experienced director. After much discussion, the Board stated it w!11investigate further and make no final decision at this time. Motion by Commissioner Huntingford, second by Commissioner Kelly to drBit resolution potitioning for Federal Revenue sha.ring. Unanimous by Board. Commissioners visited the county jail in compliance with RCW 36.63.110. Board revtl}wed the following without comment: Copy of letter to Les Roline from Lincoln Const. Co. concerning lost knys for West-end Annex, and note from Roline stating he had located two master keys and was forwarding them to Deputy Sheriff. Copy of pre-application notification form for Wash, State Dept. of Highways for their pmposed project on State Route 112, Aga~e Beach to Dan Kelly Rd., from Clallam Co. Planning Commis s ion. Copy of new form for filing an intent to apply for federal assistarice from Clallam Co. Planning Commission. Complete list of streams within Jefferson Co. which are subject to the regulations of the Shorel1noo Management Act of 1971, from the Dept. of Ecology. Senate Bill 156 relating to regulations of snowmobiling in Wash. State, from Parks & Recreation Commission. Copy of letter to Rep. Paul Conner, from Albert C. Bise, Administrator for the Courts, advising that his recommendation is for this district to be granted another Superior Court Judge with visiting judge time to other counties. There being no further business before the Board, the meeting was adjourned. #########*###### January 10, 1972 10:00 a .m. Meeting called to order by Chairman A. M. O'Meara with all members present. Mr. Bert Hill appeared re: Mobll Home Park. Stated he had been denied a building permit by the Health Dept. due to poor soil conditions, 12" down is clay. Stated he dug 54" required by District Sanitarian, perked approximately 24 gal. per hour. He is required to haul in pit run gravel for 100' straight line trench (300 sq. ft. of drain field for two trailors) and Mr. Hill wants it in two 50' 11MS. He was also Informed the lots need to be 50' X 100', and he concurs with the 50' but would 11k13 to shorten the length to 65', 75' & 85'. Randall Durant, Distl'ict Sanitarian. appeared to explain he had actually gone out of his way trying to help and advise Mr. Hill of regulations and specifications laid down by the State, and that he will have to meet. Mr. Hill was advised by Chairman O'Meara that the Board cannot give a variance for drainage and that they also will not approve what the Health Dept. has disapproved. Requirments of the 'Health Dept. wUl have to be met. . Cal McCune, Attny., appeared for the Vacation of County Road 16-2.37 (Old Dabob Bay Rd.) No ono appearod against vacation. Engineer Bocker presented letter recommending road be vacated. Motion by Commissiom r Huntingford, second by Commissioner Kelly to approve vacation. Unanimous by Board. Resolution wl1l be drafted for signing next Mondlay. Hearing for Puget Sound Exchange ShoreJ.ine Management Permit. Board has not received letter of recommendation from Shoreland Management Commission. Action on permit tabled until recommendlltlcn ie received. Hearing for Ocean Systems, Inc. for Shoreline Management Permit. No objer;t1onfl by the County" Locot!on disapproved by tug-boat companies. MotIon by Commissioner KeB~', second by Commissioner Huntingford to approve and grant permit. Unanimous by Beard.
