Member 10:00 a .m. Meeting called to order by Chairman A.M.O'Meara with all members present. Board received letter from Mr. & Mrs. Glan E. Mason Re: Open Range in West-end of county. Commissioners stated it is their opinion that the majority of property owners in that area are for keeping the range open. No change will be made in the present herd laws at thbs time. Letter is to answered by secretary. I Application for Soldiers' & Sailors' Relief from Allen West and Harold Slack. Motion by Commissioner Kelly, seconded by Commissioner Huntingford to pay portions of each request. Allen West is to receive $155 and Harold Slack is to receive $225. Unanimous by Board. Chet Woods. from Hill, Ingman & Chase appeared regarding proposal for Solid Waste Management Plan. Their firm has just completed plans for Kitsap and Thurston Counties and are now in the process of doing plans for Clallam and Grant Counties, Fairbands, Alaska and others. Stated Jefferson County does not have sufficient funding to cover report that will be acceptable by the state to do the large amount of leg work necessary for c.omplete report. (Cost effectiveness, estimates approximately $1.00 per head.) EPA funds available if county goes regional, also, National Forest funds. Asked permission to inquire of grants available to county. Commissioner Kelly asked if Navy paid any monies for Kitsap County Plan. Mr. Woods said no, they will contruct with the county for the hauling of their sewage. He stated that county must include Indian Reservation, Federal and State Parks and Navy property in the plan. Tourism problem still unsolved in Clallam County. Proposed amount of $15,000 and asked for delay of decision of two weeks to check into funding for county. Biggest problem is selling plan to public and their firm will assist in this task. . . Two week delay on de- cision granted by Board and Mr. Woods is to appear on February 7th. . Decision on puget Sound Exchange Corp. (Bridgehaven) application for Shoreline Management Permit. Motion by Commissioner Huntingford, seconded by Commissioner Kelly to deny and disapprove permit due to dis- approval of sewage disposal system by the Health Dept. Application can be approved when they have sewer treatment plan acceptable by Health Dept. .. Sheriff Hansen reported that he is extremely empressed with the county's new Council on Alcoholism and feels they are doing a very good job. He has given them permission to use the class room and projection equipment. Pre-application notification from Clallam County Planning Commission re: Town of Forks. Sewerage System -- Form will be filled out and returned stating this county has no interest in the project. Notice from Dept. of Ecology re: Application for Shoreline Management Permit No.3, for Forest Engineering Division, Dept. of Natural Resources. The forty-five day review period terminated Jan. 23rd, and construction pursuant to the permit may commence. ! Request by Jefferson County Planning Commission for six copies of County Platting Ordinance. Request will be granted and copies charged to their budget. I Pros. Attny. Duly, stated the Olympic Ferries, Inc., from Port Townsend to Whidbey Island has been a great asset to this county and the Peninsula. He dId not, however, advise the Board whether they should send a letter to the state requesting them to take over to enable year around operations. Board reviewed the following without comment: Copy of letter to Mayor Joseph Steve. from George H. Randolph, Port Manager, re: Kat Tai Lagoon. Request for meeting date to present improvement plan. Jefferson County's 1972 Contribution to the OlympiC Air Pollution Control Authority for the amount of $542. Letter from Norm Benn, Alcoholism SectioTl, Dept. of Social and Health Services, Wishing success in County's new Council on Alcoholism. County trust land fee title land transmittal of funds in the amount of $168.82, received from interest on monies invested in accordance w'ith Chapter 193, Laws of 1969, Ex. Sess., from Dept. of Natural Resources. County trust land transmittal of funds in the amount of $21,000 received from Haldane Johnson, from Department of Natural Resourcos. Copy of letters to Washington Stato Health Department and Attorney General's Office from Kenneth L. Muma, ra: Wllter Systemll at Sunshine Acres and Mainl~ Farm, operated by Howard Dent, Jr., of Gardiner. Pll3t was never approved a,r recorded in this county.
