Board reviewed the following without comment:
Notice from Dept. of Ecology stating forty-five day review period for Pope & Talbot Shoreline Manage-
ment Permit terminated on March 5, 1972.
Copy of letter to Will Gariss, Executive Director, Clallam-Jefferson County Community Action Council,
from Program Manager, Dept. of Housing and Urban Development re: Claims of unresponsiveness of HUD
to the problems of Clallam-Jefferson County area.
Public notice No. NPS-72-78 from Corps of Engineers on behalf of Ocean Systems, Inc.
Bound copy of the addendum to the Jefferson County OEDP.
Certification of Comprehensive Water Pollution Control and Abatement Plan from John A. Biggs. Director,
Dept. of Ecology.
Newsletter consisting of information on Dept. of Transportation programs and policies.

There being no further business before the Board, the meeting was adjourned.

10:00 a .m. Meeting called to order by Chairman A.M.O'Meara with all members present.

Hearing for Shoreline Management Permit for Dept. of Pisheries: Construction of security fence at their
Whitney Point Shellfish Laboratory. No one appeared for or against permit. Motion by Commissioner Hunting-
ford, second by Commissioner Kelly to approve permit. Unanimous by Board.
Motion by Commissioner Ke:ly, second by Commissioner Huntingford to accept and approve new blanket ap-
proval "Voucher Approval" form for the signing of monthly bills. Unanimous by Board. Engineer's office will
also use the new form.
Motion by Commissioner Ill1ntingford, seconded by Commissioner Kelly to accept and approve minutes of
March 6th meeting as present~ld. Unanimous by Board.

Board signed application for Soldiers' & Sailors' Relief for Carl W. Mann for the amount of $250. Money will
be paid to his creditors.
Mr. Curtis Anderson appeared re: Timber behind Little League ball park at Hadlock. Trees are to be removed
by the County and Mr. Anderson would like to have them removed as soon as possible. Engineer Becker
stated the Road Department will take out the trees before starting spring road work.
Al West appeared re: Job openIngs in County Road Dept. Advised there are no jobs available at this time.
Board received letter of resignation from Jesse S. Allen as member of Jefferson County Planning Commission.
Replacement tabled at this time due to lack of applicants.

Engineer Becker presented the following for the Board's approval and review.
1) Letter requesting waiver of Shoreline Management Permit for proposed project to improve section of
highway (FAS 497 (9) Qullcene-Center Road No. 18) by placing overlay overthe existing driving surface and
shoulders. Board concurs that permit is not required.
2) Contract from Western Farmers Assn. for their construction of a storage shed at the County Shop in
Hadlock. Board approved and signed contract.
3) Withholding Resolution No. 10-72 for reimbursement of funds, from State, for County Road Project
345, FAS, Route 497, Co. Rd. No. 18, Quilcene-Center Road. Resolution approved & Signed by Board.

Jefferson County, by signature below, agrees to reimburse the State for the following services as provided
by the Department of Highways in connectIon with county road project 345, F .A.S. Route 497, Jefferson
County Road No. 18, Qullcene.. Center.
Description of Work:
Laboratory and contract administration expenses
It is estimated that the cost of the work described above will be apprOXimately $2,500.00

Payment shall be made upon presentation of progress billings by the State, LInd within thirty (30) days after the
county has I'eceived each billing.
Wfel'son County agrees f\uthor that if paymfmt for progress bllUngs is not made to the State within forty-five
(45) days after the county has been billed for the work, the State may withhold any monies which the county is
entitled to receive from the M()tor Vehicle Fund and apply the withheld monies to the amount billed by the State
until satisfied.
