Board reviewed the Olympic Air Pollution Control Authority Activity Report for April 1972, without comment.
There being no further time left for todays session, the remainder of the business will be held over until next
Monday.

Mr. Wayne Dupuis and Mr. Bill Aker. Triton Cove Estates, appeared re: Road closure on contiguous property.
Mr. Dupuis stated that he no longer has access to his property now that road is closed and unless the county
puts in a new road, he will slle the county. Board will consult with Pros. Attny. Daly.
Awarding of Bid for roof on grandstand at Memorial Field. Motion by Commissioner Kelly, second by Chairman
0' Meara to award bid to Western Farmers. Wally Westergaard, representative of company, presented addendum
to contract stipulating date of completion to be August 15, 1972.
Hearing for Shoreline Management Permit for Evergreen Environmental" Development Corp. (Toandos DelMar).
Appearing are: Harry Holloway 111,' Attorney for Evergreen and Mr. Norman Petersen, President of Corp; Fred
Houghton, Ken Harrington; Jack Cunningham,. Frank Frink, Beverly Jones; Morris Johnson, Ronald Jones, leon-
ard Eaton, A. W. Collins and William Kriener , all property' owners 'in the Toandos. area.
Mr. Holloway presented a revised proposal' for county's ev.entual take-over of sewerage facilities, for
Boards consideration. Approval of Shoreline' Management Permit iscontlgent oh approval of satisfactory agree-
ment between the County and the Corporation regarding the 'sewer system. Mr. Petersen explained accomplish-
ments in planning the pas t year (design, construction and installation) and what has been done in compliance
with State agencies. Stated they propose to build a plant large enough for 100 homes (350 people), estimated
sufficient through the year 2000. They have no plans for building a dock in Fisherman's Harbor, this would
require dredging and they do not want to dredge. Only plans they have for within 200 feet of water is sewer
outfall. They are now ready to record two divisions of entire plat, Division 1 & 2, (310 lots). Division 1 is
partly located on the water. Total lots in plat as of 1970 - 990 lots, approximately 340 acres. Fifty acres are
to be left in 'natural state. They agree to place the escrow fund locally for the sale of all lots . They will not
bond for sewerage system, but will submit letter of commitment for 100% of costs. Developer will set up system
to enable county to audit the sale of lots. They will install phase 1 & 2. including airigated stabilization unit,
cloreen plant and sewer pipes for entire plat. County will have to build treatment plant when settlement ponds
are no longer sufficient - estimated approximately 30 years. County will not take over until system is entirely
tested and self supporting. Project is to be completed by 1975 and ready for county takeover within 12 month.
period after date of completion, however, county will have option not to accept system until they are entirely
satisfied in all respects. Water system will also be included. Developer will provide for 24 hour a day main-
ten nce during interim until county takeover. System will have 8 day holding pond in case of failure of any
kind, which supplies times for repair. Outfall will also be covered by Developer and receive all approvals from
Ecology and Health Departments. Question raised as to water table in the area and if development will take
away water or water power from existing property owners. Mr. Petersen stated that from all their tests and
information, water table will not be lowered.
Motion by Comtnissioner Kelly, second by Commissioner Huntingford to approve Shorelines Management
Permit. Unanimous by Board.

Unanimous by Board.
Board received letter from George Randolph, Port Manager, ard Bob Hays, Chalrman, Jefferson County Shorelands
Management Advisory Commission, re: Waiver of Permit for temporary building on the south/west corner of
Washington and Benedict streets. Motion by Commissioner Kelly, second by Commissioner Huntingford to
approve waiver. Unanimous.

IT IS HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS that it is their intention to construct a
bituminous surface treatment Class "A" on certain county roads in Eoo tern Jefferson County.
