One bid submitted. (1) J ;D. Shotwell - Tacoma $19,660.00 Engineer's Estimate $20,980.00 Motion by Commissioner Kelly, second by Commissioner Huntingford to award bid to J.D. Shotwell. Unanimous by Board. County Treasurer, Lillian Jacobson appeared to inform Board that the County is losing money by sending tax and mineral statements for amounts of IElsS than $3. Stated many statements are for only 769 and the cost of paper work involved and mailing, amounts to much more. Motion by Commissioner Kelly, second by Commis- sioner Huntingford to have resolution drawn establishing ii $5 minimum charge on all tax and mineral statements. Board received letter from J. Edward Richey, stating that Board was acting illegally to set tax levies for 1973 property taxes in October and holding budget hearings in November. Board is acting in accordance with RCW 36.40.071 - alternate date of hearing- as passed by the 1971 legislature. Discussion was held on why the Board elected to select alternate date of hearing and Auditor, Betty Temple, stated she would discuss the matter with the Editor of the Leader for explanation to appear in this weeks newspaper. Mr. Wmiam Pittis, appearing at todays meeting, requested that article be published notifying the public of hearing next Tuesday for setting of the levies. Board and County Auditor counted the money in the Treasurer's Office in accordance with RCW 36 .22.010: 36. 32.180; and visited the county jaU in accordance with RCW 36.63.110. Motion by Commissioner Kelly, second by Commissioner Huntingford to approve minutes of last meeting. Unani"; mous by Board. Notice of amount of funds available to be allocated to counties for drug abuse programs, from the Department of Social & Health Services. County proposals for use of funds are to be considered as an addendum to the 1972 or 1973 drug budgets and are to be submitted no later than October 31st. of this year to be eligable for funds. Board reviewed letter from District Sanitarian, to Mr. and Mrs.. Floyd Logue, re: Site inspection and proposed development of Lot 3, Beckets Point. Letter states a sewage disposal permit cannot be issued for this lot, as it is only a 30 foot lot and would be in violation of Ordinance No. 1-69, Regulation No.1, and the Amendment to Regulation No.1. Mr. and Mrs. Logue are requesting a variance from the Board. Board will investigate fur- 'i ther before final decision. Chairman 0' Meara will contact Chairman of their Club in hopes of setting up meeting: to inform property owners in that area of need to set up sewage disposal system. Mr. Melvin Kivley appeared to request permission to complete his pwposed plat in three phases; Advised by Board to divide plat into divisions and receive approval on each one separately. Board received questionnaire from Legislative Budget Committee relating to county regulations/licensing of private Boating Activity. Form will be filled out and returned. Board reviewed the following correspondency without comment: Budget Report - Expenditures through August, 1972. Copy of Agenda and Minutes of Clallam-Jefferson County Community Action Council Board meeting of Sept- ember 20,1972. Notice of 2-day Workshop, in Port Angeles re: Community problem solving. There being no further business before the Board the meeting was adjourned. ##*########################### October 10, 1972 10:00a.m. Meeting called to order by Chairman A.M.O'Meara with all members present. Hearing for Setting of the Levies for Jefferson County. Thirteen interested persons attended, as follows: A.E. "Tony" Stroeder, Mike Orth, F.R. Houghton, R. Hicks, Clyde T. Robinson, H. Barnard, Ed Richie, Bill Pittis, Thelma Moser, Irene Loken, Patricia Gibson, Ed Wainwright, and Mr. Myron Reed. Chairman O'Meara Informed that all budgets have not as yet been submitted to the Auditor. He read the pro- posed mIllage and amounts of all but five districts which have not been submitted. Valuation of $17 ,220,220.00!; for the City of Port To~nsend was considered too low by Mr. Bill Pittis. Acting Assessor, Lloyd Hansen, infor-: med that Crown Zellerbach mUlis outside of the city limits. Mr. Richie asked how levies can be set before , budgets are set. Auditor, Betty Temple, explained counties are bound by law to sot levies at this time. Explain;;' ed that millage can be lowered, but not raised, when budgets are finalized. She also assured that the figures preg,ented at this time can be pretty well relied upon. Mr. Pittis asked if road millage could be cut and Com- missioner Huntlngford explained that the county now has developed a Public Works Department, USing 1/2 mill for Parke and 1/2 mill for Solid Waste and if millage is cut from the road department, the state will deduct gas i taxes. Mr. Reed e,tated he does not believe enough money is being spent on roads, that unless we have good roads, we will not have the tourist trade. Chairman 0' Meara read the latest report on the County Road Depart- I ment from Ernest Geissler, P.E., 'Administrative Engineer, County Road Administration Board, Olympia, which states in summary, "that the Jefferson County road department operation would have to rank with the best in the state". Discusaion followed regarding roads, liquor taxes and schools, Commissioner Kelly stated he is defin- itely against deducting any millage from the road millage. Commi!lsioner Huntingford stated, in previous years, budqets have been presented first, leaving no question concernint;l the setting of the levies I but this year, it hilS bean neces/Jary to solect the alternate date for budget hearing. Motion by Commissioner Kelly, second by Commissioner Huntingford to adopt the figures presontod by tho Auditor, os the true and correct amount to be levied and collected against the real and personal property for Jefferson County for 1973.
