10:00 a .m. Meeting called to order by Chairman A. M. O'Meara with all members present.
Bid Opening for County's supply of Petroleum Products for 1973.
One Bid submitted -Standard Oil Co. of California . . . . . $35,512.50
Mr. Jeff Pedersen, representing Mobil Oil Company, stated they cannot submit a bid at this time due to
shortage of fuel, and suggests that county call for bids in November, to derive a cheaper price when the
fuel is more plentiful. By law, county has always called for petroleum bids the first week in January.
! Motion by Commissioner Huntingford to award bid to Standard 011 Co. Commissioner Kelly declined to
, second the motion due to discrepancy between Ethyl and Regular gas price quotations. Chairman O'Meara

'. seconded the motion by Commissioner Huntingford, as the price of regular gas was not required in the bid call.
Hearing for Shoreline Management Permit, Application No. 37, for Jerry Ralston, for the construction of bulk-
head and fill at Wa Wa Point, Dabob Bay, Hood Canal. Motion by Commissioner Huntingford, second by
Commissioner Kelly to approve. Unanimous by Board.
/ Hearing for Shoreline Management Permit, Application No. 35, for the Department of Natural Resources, to
construct a bridge across Christmas Creek. Motion by Commissioner Huntingford, second by Commissioner
Kelly to approve. Unanimous by Board.
Mrs. Pat Stumbaugh and Mr. Tony Bogachus appeared re: Flooding of Big Quilcene River, at Qullcene.
Stated they ware informed by the Corps of Engineers that County could receive aid from them if the Board would
write them a letter stating the rip rap, levy, etc., has been damaged over the past few years, due to flooding
of the river. Mrs. Stumbaugh said al so that there are two log jams which present a potential threat to the
bridges and roads if they break loose. Commissioner Kelly said he had inspected Ue area two days ago and
verified that property, roads and bridges are in jeopardy. Board w11l send letter to the Corps requesting
assistance and information as to what extent is the county's obligation. Engineer Becker will correspond with
the Corps.
Sheriff Hansen advised the Board of an article which appeared in the Seattle P. I. paper, condemning the
; Jefferson County Jail. He stated that if they come be.ck to inspect the jail again, they w11l do so only with
a court order.
Chairman O'Meara read joint resolution relating to Jefferson-Clallam County Juvenile Court Budget. Motion
by Commissioner Kelly, second by Commissioner Huntingford to approve and adopt Resolution No. 1-73, as
'follows: Unanimous by Board.
RESOLUTION NO. 1-73
WHEREAS, the administration of budgets relating to the Juvenile Court of Clallam and
Jefferson County is presently complicated by fragmented budget procedures between administrative units, and
WHEREAS, it results ineffective budget analysis by elected officials charged with responsi-
bllity of approving said budgets, and
WHEREAS, the drafting of a master budget for commissioner review would Simplify and make
i. more effective such review, now
THEREFORE BE IT RESOLVED, that jolnt Resolution No. 46-71, establishing a budget review
policy for Clallam-Jefferson Count; be amended to instruct the Juvenile Services Director to prepare a Master
, Budget yearly to present in addition with the individual budgets regularly presented to each county, which shall
reflect the totals of various monetary requests of the Juvenile Court District to the said counties, and
BE IT FURTHER RESOLVED, that such Master Budget shall be prepared prior to the joint
. commissioner meeti.ng established by joint Resolution No. 46-71, in order that it may be reviewed, corrected
and otherwise altered prior to final consideration by the various Boards of Commissioners, and
BE IT FURTHER RESOLVED, that all expense vouchers relating to Juvenile District activities in
the said county shall be approved monthly by the Jefferson County Commissioners and Auditor and a check
amounting to the total of such approved vouchers shall be prepared by the Jefferson County Treasurer and to-
'. gether with the said vouchers sent to the Clallam County Treasurer and Auditor to check preparation and auditing
