Board discussed proposed Solid Waste Program. Board will attend seminar on financing on January 24, 1973.

Norman Pollach, Teamsters Local No. 589, appeared to request permission to include Howard Bill, Park man,
into the Union. No definite answer at this time.

Motion by Commissioner O'Meara, second by Chairman Kelly to appoint B. G. Brown to Community Action
Council and Olympic Health Dist. to replace George Huntingford. Appointment accepted by Commissioner
Brown.
The following correspondence was reviewed without comment:
Copies of letters to Mrs. Curtis Hitchings and Mr. Max Farrar regarding herring pens in Mats Mats bay,
from the Dept. of Ecology.
Copy of letter to Mr. Adrian Webster, Chief Examiner, regarding the purchase of NCR Accounting machine,
from the County Trea surer.

Those attending the hearings today were as follows: Mr. John Maher, Mr. Myron Scott, Mr. and Mrs. Sid
Halverson, Mr. Michael Price, Mr. William Pittis, Mr. John Gachet, Mr. Bill Bishop, Mr. Melvin Kivley and
Mr. Charles Gunstone.
There being no further business before the Board, the meeting was adjourned.

10:00 a.m. Meeting called to order by Chairman WalterA. Kelly with all members present.
Mr. Ersel Lochridge appeared re: Contract between the County and the Quilcene V. F . W. Stated they have not
received funding for several years and requests that payment be retroactive. Commissioner 0' Meara said this
would probably be permissible if they have not already been paid in full. Auditor Betty Temple stated she found
a record of payment for $180.00 in February, 1965, for Janitor Services, and a 1966 budget item for $783.18
for furnishings. Records will be checked further.
Mr. Griffith Short, Chairman, Drainage District No.1, appeared to asnwer questions raised by Mr. William
Bishop at the last board meeting. Read resume of District's business since 1960. Stated funding of $1,000,
assessed prior to 1966 and A.B.C .B. approved loans have been used to finance projects. Also stated he was
advised by Pros. Attorney Daly that election of commiss,loners could be held in the fall of 1973. Copy of
letter will be forwarded to the Board.

Clarence Lammers appeared with request for exchange of 60' of right-of-way for 100' of county gravel pit land
adjacent to Lammers property. Board will inspect at lunchtime.

Will Gariss, Director, Clallam- Jefferson County Community Action Council, appeared re: (1) Request for aid
in acquiring a radio unit for the City Police Dept. Chief Doubek explained there is insufficient funds in his
budget to aIlow him to purchase a unit jointly with the Sheriffs Dept. and if a grant is available, he must go
this way. Unit he desires is completely portable and will cost approximately $1,000. Motion by Commissioner
0' Meara, second by Commissioner Brown to send letter to tho Wash. State Traffic Commission for asSistance.
Unanimous.
(2) Request to up-date Overall Economic Development Plan to include 1970 census. Also, new members are
i needed for the Economic Development Committee. Motion by Commissioner 0' Meara, second by Commissioner
I Brown for Mr. Gariss to submit names to the Board for appointment to the committee.
(3) Presented background information on Wash. State Land Planning Commission and Land Use Code for Land
Use Agencies. Stated that if county does not have such an agenoy, the State will have oontrol. No definite
action taken by the Board at this time.

Mrs. Lloyd B. (Jeanne) Hargett appeared with request for vacation of portion of Margaret Street (206 feet).
Presented petition with signatures of contiguous and surrounding pl'operty owners, and a oheck for the amount
of $100 to cover costs. Motion by Commissioner Brown to set hearing date for Maroh 5th, second by
Commissioner O'Meara . Unanimous .
Continuance of review of Membership Camper Club Ordinance. Commissioner 0' Meara adv.lsed of changes, as
follows: The word "lot" ohanged to "site"; "plat" changed to "development"; "purohasers" changed to "membors" I
the word "subdiviaion" delated, and the minimum size of site changed to 4,000 sq.ft. Pros. Attorney Daly
advised the Board that more groundwork on the Ordinance is neoessary and aocordinq to Chapter 106, J..aws
of X 972, the Direotor of Motor Vehicles can stop any Camper Club from developing in this oounty. InstrJoted the !
