10:00 a.m. Meeting called to order by Chairman Walter A. Kelly with all member present.

Randy Durant, District Sanitarian, appeared re: Olympic Canal Tracts. Stated they forsee public health
problems due to so many drainfields going in the laut six months. Proposes that no further building permits be
approved until community water system is developed. (All except for Div. #'0 Board concurs and grants
permission of denial.
Craig Ritchie, Deputy Pros. Attorney, Clallam Co., appeare61 re: Joint Resolution, Clallam-Jefferson County
Regional Criminal Justice Advisory Board. Explained that the main function of the Board is to meet requirements
for obtaining Federal Grants for Law and Justice Planning at no cost to the counties. Also stated the
Commissioners will have full authority on priorities. Sheriff Hansen voiced his approval and recommended
acceptance. Motion by Commissioner 0' Meara, second by Commissioner Brown to approve and Sign
Resolution No. 8-73, as follows: Unanimous.

8 - 73
WHEREAS, Federal Grant Programs to the munincipal governments under the Federal Omnibus Crime
Control Act, sometimes known as the Safe Streets Act, has pointed out a need to establish a method for
planning, developing, and coordinating and maintaining criminal justice improvement programs within the
reginal boundary of Clallam and Jefferson Counties and;
WHEREAS, the Clallam and Jefferson County Commissioners accept the recommendation of the

Clallam and Jefferson County's Sheriffs, the Clallam and Jefferson CounW Prosecuting Attorneys and the
Washington State Planning and Community Affairs Agency, Law and Justice Planning Office, to establish a
regional law and justice advisory board as an advisory agency to those governments and agencies within the
boundary of Clallam and Jefferson Counties, which are providing criminal justice services.
BE IT THEREFORE RESOLVED by the Board of County Commissioners of Clallam County and the

Board of County Commissioners of Jefferson County that there be established in Clallam and Jefferson Counties
a REGIONAL CRIMINAL JUSTICE ADVISORY BOARD to be known as the CIALLAM-JEFFERSON REGIONAL CRIMINAL
