10:00 a.m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Mr. Vaughn Webb, manager for this area from the Dept. of Natural Resources, appeared to brief the Board on
income from State Management. Informed that revenue is two-three times higher due to state management of
Umber. Also stated there is better fire fighting status than before.

Mr. W. E. Seton appeared to request permission to open access and to cut timber on private property by
Chimllcum Creek, near Seven Acres Plats, to open up platted street. Three houses would be affected. Road
, would be completely cleared for ingress and egress. Board will inspect area before taking action.
Mr. Floyd Hart appeared re: Cutting of timber on three acres of unsurveyed streets and seven acres of platted
property. Requests information pertaining to permit for cutting. Property located in Cape George area. Board
advised to submit bid for consideration. Board w!1l check for estimate of value of timber and call for bids.

Mrs. Pamela Scoville and Mrs. Marion Meacham, from Jefferson Co. Citizens for Sound Development Committee,
appeared with copy of four questions to be considered by the Board. (1) What would be the peripheral costs for
an airport such as proposed by the Port Commission, that would need to be covered by public funds? (2) What
effect would the change in land values due to an airport have on county taxes and income? (3) When hiring a
county planner, what special skills and background should he have and what would be his responsibilities?
(4) Is it the responsibility of the County Commissioners, with the Planning Commission, to harmonize the
efforts of the Port Commission with the overall county growth pattern and the desires of the residents?

Mr. Melvin Kivley, Mr. Wilson J. Rutter and Jim Cotton appeared to request permission to cut across county
road #18, at Hadlock intersection, for placing of 6" water main for plat of Kivley's Addition. Engineer Becker
will contact the City Engineer to work out plans for permit. Becker requested they present contract for
construction.
Motion by Commissioner 0' Meara, second by Commissioner Brown to approve minutes of last meeting. Unanimous.
Mr. and Mrs. Myron L. Scott appeared re: Herring fishing on Mats Mats Bay. They expressed their opposition
to any and aU herring fishing operations including the one already established. Letters of protest were also
received from Max Farrar, StephenD. Hayden, Mrs. Gerald L. Brower and Charles W. Gaines. I.etterin
support of herring business was received from Charles Barker, President, Northwest Trollers Association.
Board reviewed petition for Vacation of portion of Pine Street, from George H. & Mary H. Prescott. Hearing
date set for March 26th.

Commissioner O'Meara advised that Board had inspected the trees on county owned property contiguous to the
C. E. Jennings property and granted permission for clearing east of the stake on Lot 13.
Request from the Port Commission for Amendment to their Shorelines Permit No. 28. Approval will be granted and
Commissioner 0' Meara w!1l check with the Dept. of Ecology for verification.
Board received two requests for withdrawal from Shoreline Management Permits from: (1) Puget Sound Exchange
Corp., Application No. 26; and (2) Edward Bogachus, B & N Co.
Mr. Bill Clark appeared re: Letter of appreciation for assistance in obtaining new ambulance for the Brinnon
Boos ter Club, Ina.

Request for Review from Shorelines Hearing Board, State of Wash., re: Olympic Canal Maintenance Corp.
Commissioner 0' Meara advised that commifisioners will be notified of hearing date.
Pros. Attorney Daly presented letter of advisement re: Wasser & Winter Co. vs . Jefferson County, Jefferson
County Cause No. 8063. Stated he was informed by the Assistant Attorney General aSSigned to the Dept. of
Revenue, that he does not believe Judge Joseph H. Johnston will reconsider his opinion and that "an appropriate
judgmEmt accordingly be entered against the county in the sum of $59,000 or thereabouts, and that an appeal
therefrom be timely taken".

Three letters from the County Planninq Commission: (1) Recommendation that Joseph H. Dunlap, Jr. be hired as,
County Planner. (2) Request for two more members for the Planning Commi&sion. (3) Representative to the
Shorelllnds Advisory Commission (continqent on more Planninq Commission members).

earned on monies in Suspense Fund - $556.78.
