Board approved pre-application form from Olympic Regional Planning Commission, for City of Port Angeles, for their proposed 'West End Park project. .1 Board approved and signed voucher for Assessor's Office for payment of Cole, layer, Trumble Co. for the amount of $4,445 (full amount of 10% withheld as guarantee of completion). Assessor Hansen presented letter requesting the balance of this account ($529.85) be transferred to his Office Equipment Account for desks and desk lighting. Board advised that balance must be put back into the Current Expense Fund and then resolution written to transfsr out of said fund into office equipment fund for his office. Board stated they will approve of transfer when resolution is presented. t) Motion by Commissioner 0' Meara, second by Commissioner Brown to appoint Karl Randolph, Finis Stevens and B1l1 Stratton members of the County Planning Commission; John Fletcher as ex-offiCio member and re-appoint Harry Pollard to a six year term. Unanimous. Board is contemplating reforming the Planning Commission under R.C.W.36.70. Board reviewed the following correspondence without comment: Letter from the Planning Commission re: Camper Club Ordinance. Copy of Standards for Community AlcoholJ 3m Programs from the Dept. of Social & Health Services. Notice from State Liquor Control Board tm t Ray Strahan and Mary Jo Strahan, d/b/a Curley's Place, have discontinued licensed operations. Notification from County Road Administration Board re: Hearing on Changes to CRAB Standards. Procedural Guidelines for Grant-In-Aid Assistance from State Interagency Committee for Outdoor Recreation. I There being no further business before the Board, the meeting was adjourned. #######*##*####**######*###*##*## March 26, 1973 10:00 am. Meeting culled to order by Chairman Walter A. Kelly with all members present. I Hearing for Shoreline Management Permit No. 40, James E. Swanson, for the construction of storage and work- shop building and floating fish storage pens in Mats Mats Bay. Held in courtroom due to large number of people attending. Mr. Myron Scott spoke against approval of permit due to possible pollution, noise, odor and overall disruption of the peace and tranquility of the bay. He read a letter requesting denial of any and all permits for herring pens and processing facilities in the bay. Also requested that area be zli>ned as residential 0 Mr. Dennis Seinfeld, Attorney for Mr. Swanson, gave presentation in behalf of proposed construction, in- cluding maps. Stated he believes most people are objecting due to misunderstanding of operation. He introduced Mr. Swanson and proceeded with question and answer period concerning herring processing. Mr. Swanson explained the process of his present herring business on Fox Island, which is the same as he proposes en Mats Mats. (Has a ten year lease from Pierce Co. at the present time, renewed from five year lease). Pens there however, are not located in a 'closed' bay. Stated they have very few dead fish due to proper handling. Requesting permission to construct II flow area pens II and building. Stated they do not have a lot of birds around the operation because of lack of dead fish, but would be agreeable to him to put canvas over the pens to prevent their collection. They fish and dump the herring into the pens at night with two heavily muffled boats. Fish are processed during the day from 9:00 a.m. to 4:30 p.m. Said he would accept condition on permit that 110 other boats would be allowed to use his dock for fishing purposes. As far as oil spills, stated thoy could have a total loss if there were spillage from their tanks and therefore, prevention is one of their prime concernS. They would need to employ one or two boys and five or six women for the months of May, June and part of July. Presented letter from Dept. of Fisheries stating Mats Mats should have high flushing rate due to its relatively shallow depth. Also presented letter from the U. S. Environmental Protection Agency Region X, stating they have no objeotion to their Corps Permit. Mr. Floyd Walker and Mr. Vodnan, Fox Island, spoke in behalf of Mr. Swanson's operations on the Island. Said they are very happy with the entire operation and there are no dead fish or bad odors. Att.omey Seinfeld read letters of recommendation from neighbors on Fox Island and one from the Chairman of Board of County Commissionero, Pierce County. Al MiJ.likan, Marine Bioloqist, Dept. of Fisheries, appeared to answer questions pertaining to Swanson's operations on Fox Island and the effect the proposed operation would have in Mats Mats BllY. Stated the holclinq of. herring in pens is relatively negligible in the production of algae. Also, several biologists concur th~t flushing rate of Mats Mats Bay is high. There would be no oxygen problem incurred by the herring. No effect on ovster beds unless there would be a large kill of herring or sloppy operation. Marina would be more hazardouS than fishing operation due to the possibility of oil spills. Stated time limit for the holding of herring and the washing of tho nots could be regulated by the Dept. of Fisheries. Said their (Fisheries) Dept. has no objection to the issuance of permit and could pOSSibly aid in writing of the guidelines. . I . Ill,
