Meeting called to order by Chairman Walter A. Kelly with all members present. Mr. Douglas Joyce appeared to present his proposed plans for Hadlock Village Mobile Home Park. Mobile home sites will be rented not sold. Minimum size is 50' x 100' with 24' roads. Board advised that roads would have to be 60' if it were ever platted. Letter from District Sanitarian grants approval of sites 1 - 12. Board re- quested that he present his proposed plans to the Planning Commission for their recommendations. Mr. Sam Humes appeared re: Environmental Impact. Statement for Swansons's proposed herring business on Mats Mats Bay'. Stated he has been advised by his attorney that a statement would be required for all proposed projects which might adversely affect the welfare of the community. Therefore, a statement would be mandatory for Mats Mats. Board advised they are requesting the applicant to provide an Impact Statement. Board received and approved billing for Jefferson County Shoreline Inventory for the contracted amount of $3,000 from H. E. Gleason. Mr'. Floyd Hart appeared regarding the cutting of timber on county roads contiguous to his property. Commissioner Bro\'m advised that county should be cle&red of all responsibility of clearing of slash on the streets. Pros. Attny Daly will be requested to draw up legal papers. Commissioner Brown received letter of apprecieition from Quilcene Association of Grandmothers Club for removal of logs In front of the Youth Center Building. Claim for damages for accident on Swansonville Road from Robert D. Butts. States cause of accident was improper signing, improper design, improper superelevation of curve, improper placing of power pole and failure to place guardrails around the curve and power pole. Claim for damages from Fred H. and Florence M. Lammers. States certain individuals I employed by the county, sprayed fumigation herbicides near their home which caused theminjury. Engineer Becker stated the county did not spray in that area at that time. Motion by Commissioner Brown, second by Commissioner 0' Meara to deny claims from both Robert D. Butts and Fred and Florence Iammers and refer to Pros. Attorney Daly. Unanimous. Tt"lO letters from Olympic Canal Maintenance Corp. re: (1) Temporary denial for all future sewage disposal permits; (2) Olympic Canal Tracts Boat Ramp Improvement. Assessor Hansen advised that previous policy has been to take 25% reduction on valuation for property not suitable for building. Dist. Sanitarian, Rand~' Durant, stated they gave a blanket denial on all further permits to encourage them into an LID. All divisions except . Division No.1. Board requests that each lot be considered individually to prevent the necessity of revaluation of entire plat. Durant will check further with Ken Merry, Supervising Engineer, Olympic Health District,_ Olympic Canal Maintenance Corp. requests county "to set a study in motion" to form a water district. Request for Chairman, Rhododendron Festival, for permission to use Memorial Field and facilities during the week of May 14. Motion by Commissioner O'Meara, second by Commissioner Brown to approve. Unanimous. Letter from Olympic National Forest Service regarding aU. S. Government easement which they are offering for county take-over. Referred to Engineer Becker. Letter from State Highway Commission re: Signi11g to Port Townsend. Board will contact Commission for additional signing. Board reviewed the following correspondence without comment: Letter from Washington Council of Landscape Architects. Letter regarding Utter Control. Minutes of Hood Canal Advisory Commission meeting of March 14, 1973. Board counted cash in the Treasurer's Office and visited the County Jail as per R.C.W. 36.22.010,36.32.180 Gild R.C.W. 36.63.110. There being no further business before the Board, the meeting was adjourned. ################################# April 9, 1973 10:00 a. m. Meeting called to order by Chairman Walter A. Kelly with all membors present. Attending today's meeting are William Pittis and Sam Humes. Randy Durant, Diotrict Sanitarian, appeared re: (1) Inquiry to Don Morrison; Olympic Health District, from Mike Price, Department of Ecology, if an Impact Sttltement had been received on American Campgrounds develop- ment at Black Point. Commissioner O'Meara stated the Department of Ecology had checked the development themselves and said a statement was not necessary. (2) OlympiC Canal Maintenanoe Corp. requests the county to conduct a survey for a water system under the "County Services Act". Mr. Durant said he understands the county could be reimbursed the cost of the survey by the property owners through assessment. Stated Mr. Merry, in letter of December, 1972, supports the Health Distriots ooncern regarding the inotallation of wells and drain fields on small lots . Mr. Durant feels no water and sewer permits should be approved for Divisions 2 through 11 due to small lot size. Said also that Assessor Hansen had informed he could wait until June 30th to reevaluate.
