:: J. Frederick Palmer, 'Developer, Palmer's Homesite Addition, appeared to present new map of proposed plat with
; added information of name,' location and number; as per request of Planning Commission. Stated he has per-
mission to use Cape George Colony's access roads. Commissioner Brown advised that permission will need to
I be submitted to the Board in writing. Mr. and Mrs. Clyde Robinson and Mr. Ray Kingston appeared to advise
that a large group of property owners at Cape George. Colony do not approve of Mr. Palmer's plat. Objection
due to ecology; marginal roads, water and utilities, and many other reasons. Mrs. Robinson advised that each
Board Member wUl be receiving a letter stating their reasons for disapproval of Palmer's proposed plat. Commis-
sioner 0' Meara said all things wUl be taken into consideration at the time of hearing and the proposed plat must
meet all requirements of the Platting Ordinance.
Mr. Henry Miller appeared to request permission to clear county streets of all trees in L. H. Briggs addition.
He owns all but lots o~ and nine. Horace Gleason will take survey of property. Commissioner O'Meara advises
that all payment for timber on the streets will have to revert back to the County Road Dept., as far as stumpage .
is concerned. Engineer Becker will obtain estimate of timber from Gl~ason's survey. Commissioner Brown advise~
that property owners are responsible for all slash and county wUl need legal instrument releasing the county from
said responsibility.
lacob Thomas appeared to request student summer employment with the County Road Department. Commissioners
advised they will keep him in mind and that no one will be hired until school is out.
Norris Short, Chairman of Planni ng Commission, discussed the proposed Camper Club Ordinance and the proposed
Hadlock Village Mobile Home Park, Douglas Joyce, developer. Letter from Planning Commission recommends '
approval of the preliminary park, however, Mr. Short feels there needs to be something in writing that the county
will not take over the 24' road unless there is a 60' easement. Also stated that the Planning Commission feels
this is a needed project, a good location and they endorse the concept of the park.
Mr. Jim Rounsavell, Bridgehavc:m, requests permission to run water line to two lots, numbers 2 & 3, in Trail's
End Plat, from Bridgehaven water lines. Commissioner Brown recommends that Health Dept. check into the
capability of the well, number of lots it's to serve in Bridgehaven, and have approval based on availibility of
surplus. Engineer Becker recommends obtaining a franchise for the entire Trail's End Plat, if there is a sufficient
surplus of water.
Commissioners and Auditor signed Statement of Receipts and Disbursements, from the Treasurer's Office.
Motion by Commissioner Brown, second by Commissioner 0' Meara to approve minutes of last meeting.
Board received three copies of contract proposal between Jefferson County and the State of Washington Dept. of
Ecology. Purpose of contract is to provide grant funds for implementing planning phase of the Shoreline Manage-
ment Act, specifically the Ma ster Program.

Letter from Ralph Kerslake, recently retired from the State Highway Dept., adviSing of his new
pOSition with an engineering firm.
Letters regarding an Impact Statement for American Campgrounds, Inc., from the Dept. of Ecology.
Letter from the Mayor, City of Port Angeles, re: Jobs for Veterans.
Letter from the U. S. Dept. of Agriculture re: Six area study to adjust administrative units.
Letter from Sutliffe & Co. re: County Employment Supplemental Retirement Plan.
Letter from the Dept. of Transportation re: Transportation Week and National Defense Transportation
Day.

April 23, 1973
10:00 a.m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Mrs. Marge Abraham and Mrs. Donna Daubenberger appeared to invite the county to participate in "Trees for
Port Townsend Planting". They are interested in co-ordinated beautification of Port Townsend and are planting
trees throughout the city. Mr. Melvin Kivley suggested that plaques be placed on trees of significance.
Mrs. Dolores Thompson appeared regarding the progress on the new proposed Black Point Road. Engineer Becker
advit:led they have a tentative area picked out and are in the process of obtain ing a county right-of-way. He
a190 advised that Ed Choate, developer, Pleasant Tides, has asked that request for franchise be withdrawn.
Mr. Douglas Joyce appeared regarding his proposod Hadlock Mobile Home Park. Reque,sts permission to obtain
building permit. It is the opinior, of the Board that proposed development should be classified as a "businoss ",
not a plat. Should he ever decide to plat, development will have to meet speoifioations of Platting Ordinance.
No objection to his applying for building permit.
Mr. Clyde Robinson, Mr. Merwin Seeger and Mr. and Mro. E. G. Wainwright appearod re: J. F'. Palmer's pro-
posed plat within Cape George Colony. Proeented potition with Signatures of 125 property owners in Cape George
Colony and Village who are opposed to the davelopment, and somo of their reasons for opposition. Mr. Wain-
wright advised of present problems with the marina, water oapacity and sewaae. Stated there is a total of 657
lots in Cape Geol'Qe Colony and originally the water system was approved for only 400. The acreage owned by
Mr. Plllmer is shown on plats as the "Homesite" and by oovenont the ownors and IlUOCOlllloro of the "Homesite"
Ii are entitlod to the SClnte pr1viligas and Me subject to the same obligations as members of the Cape George Colony
II Development. Legal question will have to bo rMolved whether" Homesite" can be defined all referring to one
I' private family residence, or muny, within the designated area.
