I:OOp.m. Board reconvened to complete business of June 4th. with all members present.
Letter from A. C. Grady re: Request for the construction of a cattle underpass on county road no. 18. Board
wH1 consult with Engineer Becker at time of reconstruction.
Notice of allocation of funds for county alcoholism services from the Department of Social & Health Services.
Amount seems to be in error. Commissioner 0' Meara wUl check.,
Request for exemption from S. M. Permit from the Department of Fisheries. Motion by Commissioner O'Meara,
second by Commissioner Brown to approve exemption for rip rap replacement at Whitney Point Laboratory.
Letters of recommendation from the County Planning Commission re: (1) Pope & Talbot No.3, recommended
approval, PreHminary Hearing date set for June 18th.; (2) Seamount Estates Plat, tabled indefinitely due to
deficiencies in Plat map; (3) Palmer's Homesite Addition, tabled until June 6th; (4) Sea Aire Plat, gave
approval of concept; (5) Protection Island Plat Section 5, considerable opposition to approval of plat from
Audubon Society and State Game Department due to possible extinction of rare bird called the Rhinoceros
Auklet. Also question on validity of blanket preliminary approval of ontire Plat in 1968. Commissioner
Brown advised that he had been on the island and both streets and water system are under construction. Asked
that letter be written to Mr. Charles Little, Developer, requesting confirmation on his awareness of this rare
bird and that he is working with the Department of Game for preservation of the nesting grounds.
The following correspondence was reviewed by the Board with no comment:
Copy of letter to R.J. Fox & Assoc., from the District Sanitarian re: Preliminary Plat of Seamount
Estates Division III.
Memo from Economic Assi.stance Authority re: Change of Policy regarding application for Public
Facilities Grants and/or Loans.
Notice of application for license for all licensees within the county, from State Liquor Board.
Copies of rules and regulations pertaining to litter receptacles, from the Department of Ecology.
Planning and Budget Guide for Community Mental Health and Drug Abuse Program, from the Department
of Social and Health Services.
There being no further business before the Board, the meeting was adjourned.

lO:OOa .m. Meeting called to order by Chairman Walter A. Kelly with all members present.
Mr. Bud Ammeter and Mrs. Pope appeared re: Proposed road behind Earl Ward's property, Quilcene. Mrs.
Pope advised that she is ready to put a trailer on her property immediatelY'" but cannot until new road is
constructed or unless Mr. Ward's fence is taken down. Board stated that county will not be able to start
construction on new road until this fall or winter.
Mr. WilHam Seton appeared to request permission for right-of-way over road on county property, Elkins Addi-
tion to Hadlock. Engineer Becker stated this is a public road by usage. Board granted approval of usage.
Mr. Sam Humes appeared re: Shoreline Management on Mats Mats Bay. Stated he had contacted Senator
Jackson and the Senator has requested a full report on Mats Mats from the Corps of Engineers.
Prosecuting Attorney Daly and the Commissioners discussed the creation of a Regional Planning Department
and the hiring of a Planner for use by the County: City, PUD, Port and School Districts. Meeting is to be set
up with all taxing districts.

Mr. Bob Goehring, Direotor, Co. MF/MR PrOlJram and Mr. Franois Hitchock, Project ',Director, Bayshore
Enterprises Serving the Handicapped, appeared to request revenue sharing funds in tho ftmount of $5,000 for the
development of rehabilitation faciUties at Discovery Bay School, for both children and adults. Funding has been
prcrvideij through June 30, 1973 from State Office of Disabil1ties (State sponsored with federal funds~ Stated
thl)Y have applied for federal and .state funding, however were advised funds wUl not be avaUable for some
