WHEREAS, Jefferson County has a need to plan and manage solid waste disposal activities, and
statewide plan regulating methods of solid waste disposal, and

WHEREAS, The State of WaShington, through its legislature has adopted legislation requiring a comprehensive
, WHEREAS, jefferson County through its Board of County Commissioners, Solid Waste Advisory Committee and
'fechnical Advisorfl, has designed a "Sol1d Waste Management Plan" Dated June, 1973, and
