Brown recommends obtaining an A.G's. opinion. Letter will be written to the Bureau of Indian Affairs asking
that statis of ,~ccess for county landowners in that area be clarified.
Bill for Professional Services to County Council on Alcoholism for the amount of $1800, from Margery
Johnson, former Direotor. Commissioner O'Meara stated the Council has to check the agreement for verifi-
cation of payment.

Revised Site Map for Shoreline Management Permit No. 39, James Deleo. Request permission to construct a
smaller building, both in height and dimension, than was submitted in application. Motion by Commissioner
Brown, second by Commissioner O'Meara to approve. Unanimous.

Auditor, Betty Temple presented a copy oi the I.P.A. Advisory Committee Report to the convention, with de-
taUing of all county services in which they have been involved, i.e. training schools, etc. Also presented
copy of Clark County "Blue Book" relating to the duties of the government including cities, counties, water
districts, etc, Stated an instrument such as this is needed in this county to be used as a guide and as a
training document for schools.
Copy of request by Clallam-Jefferson Comprehensive Health Planning Council for approval of the organizations
purpose, from Olympic Regional Planning Commission. Chairman Kelly signed approval of the Board.
Letter from the Office of the Attorney General re: Protection Island Development. Recommends the county
prepare an environmental impact statement setting forth the fundamental environmental aspects involved in the
approval of plat #5. Chairman Kelly will inspect the property and report to the Board.

Board approved and signed Right-of-Way Easement No. 3049, between Jefferson County and the Department
of Natural Resources.
1972 Board of Equalization reconvened as per R.C. W. 84.56.400. Treasurer Lillian Jacobsen and Assessor
Lloyd Hansen 'submitted reports of manifest errors and taxes uncollectable on the 1973 Tax Rolls. Board accept-
ed reports as presented.
BUl Stratton, Mrs. Susie Lyckman and Mrs. Linda Mayberry, representing the Quilcene Community Mothers,
appeared to request playground equipment (swings,slides, etc.) for the Quilcene County Park. Also request
clearing and fencing of playground area. Commissioner O'Meara suggests they draw up a park plan to show
what they have in mind, and that possibly work could be done in stages over the next few years.

Mr. Will Gariss, Executive Director, O.E.O., appeared to advise that Courthouse has been placed on the
National Historic Register and that funding is now available for remodeling.
Engineer Becker informed that he had received billing from Kramer, Chin & Ma yo relative to Solid Waste contract
for: (1) Environmental Impact Study; (2) Printing of Brochure for Committee's use; and (3) 60 items of printing.
Motion by Commissioner 0' Meara, second by Commissioner Brown to approve payment for 1 and 2 but not the 60
copies of printing for the amwnt of $1500. Unanimous.
Petition for the Vacation of county road lying westerly of Cape George, 28th street extension road, and check
in the amount of $lOO from Mr. Walter Jordan. Hearing date set for July 23rd.

10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all members present.

Hearing for Preliminary Plat of Seamount Estates, Division III. Appearing are Mr. Duppenthaler, Developer and
Norris Short, Chairman, County PI&nning Commission. Letter from the Planning Commission recommends disa-
pproval of the Plat at this time due to: (1) Developer suggests another access - Planning Commission does not
feel this would be in the best public interest; (2) 10% Open Space reservation not provided, however Developer
feels this condition olin be met; (3) Covenant relating to cost of oonstruction and maintenance of community
water system and recreational lIrea equipment should nl"t be an open ended item; (4) Construction of barrier
between the lots of thifJ plat and U. S. 101. Mr. Short stated green belt arot\ has now been co/"rected and is
therefore acceptable. Engineer Beaker advised, (1) that another access on to th~) highway could possibly be
