A letter of resignation from Robert M. Goehring was read, from the Jefferson County CouncU on Alcoholism. He
is now the director of that program and does not feel he should also serve on the Board. No new msmber will be
appointed. Motion by Commissioner O'Meara, second by Commissioner Brown to accept reSignation.

WUliam Daly requested executive meeting with Board - press and public excluded to discuss law suit filed agains~
Board by Olympic Canal Tracts. As of February 5, 1973 Board had agreed not to issue buUdin\i permits after !I
recommendation of Olympic Health Department. It was felt the lots were too small for both a Septic Tank and a ::
well. Randy Durant participated in discussion. Mr. Daly though it would be better to go to Court even if
a dverse decision rather than compromise now.

Ray Card from Washington State Association of Counties and Dave Cunningham, County Planner applicant, presen-tj
ted proposed budget for Planning Department. It waS estimated $7000 would be needed for the rest of 1973.
Furniture and equipment were discussed.
Board discussed Resolution "Creating a County Planning Department". Motion by Commissioner Brown,second
by Commissioner O'Meara to adopt and sign resolution No. 33-73 "Creating a County Planning Department" as
follows. Unanimous.

A RESOLUTION OF THE BOARD OF COMMISSIONERS, JEFFERSON COUNTY, WASHINGTON, CREATING A COUNTY
PLANNING DEPARTMENT, AND RE-ORGANIZING THE EXISTING OUNTY PLANNING COMMISSION FOR
JEFFERSON COUNTY, WASHINGTON, PURSUANT TO THE PROVISIONS OF R.C.W. 36.70; AND PRESCRIBING
THE POWERS AND DUTIES OF THE PLANNING DEPARTMENT AND OF THE ADVISORY PLANNING COMMISSION
AND PRESCRIVING THE NUMBER OF NE MBERS OF THE ADVISORY PLANNING COMMISSION AND SETTING
FORTH THEm TERMS OF OFFICE.
WHEREAS, it is the desire of the Board of Commissioner, Jefferson, County, Washington, to establish a
a County Planning Department and County Planning Commission under the provisions of R.C.W.36'-70.01O at seq;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners, Jefferson, County, Washington, as
follows:

SECTION I. PLANNING DEPARTMENT ESTABLISHED UNDER R.C.W. 36.70.

SECTION 2. PLANNING COMMISSION RE-ORGANIZED.
The Board of County Commissioners, pursuant to the provisions of R.C.W. 36.70.040 does hereby also
re-organize the existing planning commission, considting of nine (9) member!}, which shall assist the planning
department in carrying out its duties, including assistance in the preparation and execution of a county zoning

including R.C.W. 36.70.960 and shall make findings cf fact and oonclusions therefrom which shall be transmitted!i

ordinance, periodic up-dating of the Comprchensive Plan, and make recommendations to the department fo!' the
adoption of official controls and/or amendments thereto.
~ECTION. 3.
PLANNING COMMISSION CONDUCTS HEARINGS.
The Planning Commission shall conduct such hearings as are required by R.C.W. 36.70.010 et seq to and
recommendations as it deems necessary.
