J.AU".....Y. 8IlATTL.E t5481 y I' Ii Ii The powers and duties of the Planning Department and of the Planning Commission shall be such as are now described by R.C. W. 36.70.010 et seq and other appl1cabls laws of the State of Washington. When directed :' ~ I !I to do so by the Board of Jefferson County Commissioner, the County Planning Department and the Count~' Planning!: Commission shall also perform such other duties as are not inconsistent with state law. SECTION 5. ADMINISTRATIVE RESPONSIBILITY A director of planning shall be appointed by the Board of County Commissioners. He shall be responsible for the proper operation of the planning department; he shall be directly respon.sible to the Board of County Commissioners; he shall have the responsibUity of supervising the personnel of the planning staff; and he shall be responsible for providing technical assistance to the planning commission. SECTION 6. FINANCING - PlANNING The County Planning Department shall incur no financial obligations nor authorize any financial expend i- tures except for such purposes as are expressly authori'zed in advance by the Board of County Commissioners in' such manner as the law provides. The County Planning Commission shall be subject to the same limitations per- taining to financial obligations or expenditures. Appropriations for the operation of both the planning department and the planning commission shall be separately indentified, but the office accounting or other office records of finances shall be kept by the planning department. SECTION 7. RULES The Planning Director shall establish such rules and procedures as are necessary to assure thorough and expeditious dealing with matters properly the concern of the planning department except that such procedure shall not be in contravention of State Law or County Resolutions. The Planning Commission shall adopt its own rules and regulations governing the conducting of its intern- al affairs provided that such rules and regulations shall not be in conflict with State Law or County Resolutions. :', SECTION 8. APPOINTMENTS. Members of the Planning Commission shall be appointed by the Board of County Commissioners, and as nearly as is mathematically possible, each commissioner district shall be equally represented on the planning commission. SECTION 9. STAGGERED TERMS. To assure staggered terms of office for members of said planning commission as set forth in R.C. W .36.70.0'70, 080,090 and .100, of the nine persons appointed members of the planning commission, initially two (2) shall be appointed for a term of one (1) year; two (2) shall be appointed for a term of two (2) years; two (2) : shall be appointed for a term of three (3) years, and three (3) shall be apPOinted for a term of four (4) years. Thereafter each member appointed to the Planning Commission shall be (except when appointed to fill a vacancy) for a term of four (4) years. The initial appointments to the planning commission shall be made effective the 1st. day of September 1973. Thereafter each four-year term shall commence on the 1st. day of September of the year when the term created herein shall expire and the four-yeGr anniversary therof. SECTION 10. VACANCIES . Vacancies resulting from the expiration of terms of office shall be filled by appointments for a term of four (4) years. Vacancies occurring for any reason other than the expiration of a term of office shall be by appointment for the unexpired term of the office beinq filled.
