of administration of the Act by the counties. Commissioner Brown explained these counties have had conflicts
in land 'use planning and tlie'r'efore hope'to have more i\uthority th,rough this bill. Only stipulation this Board
requests is notification by the D.N .R. of any propesed plans within the county. Mr. Gockerell requests the
Board write a letter to the Ad Hoc, House Natural Resources Committee endorsing the Act with one administrator.
Board will check further before letter is written.
Hearing for Formation of "Coyle Water Distrlct". Attending are: Michael E. Sharpe, Ken Bainford, F .R.Houghton
and H. A. Covert. Mr. Bainford stated the petition was sgined by only eight registered voters out of at least 165
property owners and he feels that all property owners should be nbtified before the district is formed due to the
costs involved. Commissioner O'Meara advised that the State has a moratorium on the formation of water and
sewer districts where a Basins Study hasn't been completed and therefore, the Board could not approve of this
district at the present time. He beUeves the study including the Coyle area will be completed by the end of the
year. Motion by Commissioner O'Meara, second by Commissioner Brown to table petition until completion of wa-
ter basins study. Unanimous. Board recommends the community dig a well to increase their water supply until a
district can be formed and to notify the property owners of the proposed plans.
Roger French and Helen Burns appeared re: Historical Society. Request supplemental appropriation for 1973.
They informed that due to: (1) the museum being open much more than anticipated at budget time, because of
heavy tourist trade; and (2) a request from the Board of Directors for a complete inventory and catalogin,g of all
items in the museum; the salaries of Director, Assistant Director and Librarian have been depleted and cannot
bepaid for the remainder of the year. They presented a letter accounting for the income and expenditures to dl:lte
for 1973 and request and additional $4,000. Motion by Commissioner O'Meara, second by Commissioner Brown
to grant this request. Unanimous. Resolution No. 39-73 approved and signed as follows:
RESOLUTION NO. 39-73
Resolution authorizing emergency expenditure funds.
WHEREAS, it has been brought to the attention of the Bm rd of County Comm issioners of Jefferson County
by the Curator of the Jefferson County Museum that certain funds should be expended for salaries and other
purposes during calendar 1973, in order to maintain the same at a minimum efficiency, and
WHEREAS, expenditure of such funds was not included in the Current Expense Budget of said County for
said year, and
WHEREAS, it appears that an emergency exists and that the expenditure of said funds could not have been
reasonable foreseen by said Board at the time of making said budget and that the amount necessary to be appro-
priated for such purpose is the sum of $4,000.00, broken down as follows, to-wit:
Salaries and wages. . . . . . . . . . . . . . . . . . .. $3,775.00

WHEREAS, there is now in the Treasury of Jefferson County sundry funds received from the United States
Department of the Treasury, Office of Revenue Sharing, which may properly be applied for this purpose, now,
therefore
IT IS HEREBY UNANIMOUSLY RESOLVED by the members of the Board of County Commissioners for Jefferson
County, Washington, that the aforesaid facts constitute 'an emergency, and that the estimated amount of money
to meet such emergency is the sum of $4,000.00, as aforesaid, and
IT IS FURTHER RESOLVED that notice of a public hearing upon such expenditure shall be given, said hearing
to be helc\ on Monday, the 24th day of September, 1973, at the Commissioners Room in the Jefferson County

Sunny Peterson, Eva Taylor, Mae Bouter and Grace Umbarger appeared re: County's progress on proposed horse
trails. Commissioner Brown explained that the only progress hag been talking to Pope & Talbot and getting them
to agree to incorporate horse trails along with bicyole trails at Port Ludlow. Engineer Beoker oxplained that the
I biggest problem ia not having suffiotent right of way along all county roads to use liS horse trails, and also, he
, doel1 not have extra manpower at this time to make sUrve~'s. He said the Engineer'a Deportment will flag the right
(}/ of 'Way on the Oak Bay Road as soon as possible this year.
~ Motion by Commissioner O'Meara, lJeoond by Commissioner Brown to approve the minutes of last meeting.
