The Commissioners stated emphatioally that this Board has never had a private meeting where the publio or the press should have been in attendance and when rumors ai'e heard to the contrary, they should be checked out before accusations are printed the paper. Mr. Garred again asked that the newspaper be notified, in writing, twenty~four hours in advance of any special meetings of the Board. Mr. Charles Little,Developer, Protection Island Division 5, appeared re: Signing of final plat. Stated he has met all requir,ements, obtained all approvals on the preUminary plat and provided a reasonable alternative as far as the birds are concerned. He now requests the Signing of the final plat by the Board. Chairman Kelly advised that they had been forced into compilation of an Impact Statement because of the interest in the welfare of the auklets and the preservation of their habitats. Commissioner O'Meara asked that restrictions placed on lots prohibiting building in the nesting areas be written on the plat maps. Mr. Little presented an Impact Statement including both studies prepared by Robel and Benedict and a propsed lease with the Committee for Natural Preserves under the Jurisdiction 'of the Department of Natural Resources. Signing of the plat will be determined by the Board's decision on the Impact Statement. Mr. Little also presented letter requesting avriance for two areas in Division 5 road system that exceed the 12% grade requirements in order to provide access to lots. Commissioner O'Meara advised that roads are not to be taken over by the county. Upon further discussion, motion by Commissioner Brown, second by Commissiona- 0' Meara to approve variance. Chairman Kelly stated he is opposed to allowing any further'road work until decision is final on development of Division 5. I I Prosecuting Attorney Daly advised the Board that Assessor Hansen has not placed the assessed value of the D.N .R. Umber sales on the assessment rolls and therefore not fulfilling his statutory duties in a proper manner. Commissioner O'Meara stated he discussed the matter with Hansen and the reason for not putting it on is be- cause of a suit pending based on whether timber can be taxed before its cut. Daly advises the Board to order Hansen to assess all property as required by law. Motion by Commissioner Brown, second by Commissioner 0' Meara to follow the advise of Prosecuting Attorney Daly. Unanimous. . Engineer Becker informed that he has been notified by the State of sup1us property on the Hoh River and they want to know if the County is interested in taking it over. Chairman Kelly asked Becker to write them a letter stating they are interested. Mr. Frank Erb appeared to ask if the oounty had looked into the funding for the Trident Impact Study for Jefferson County. He was advised that the government had signed a contract for the study and the first volume had just arrived. Planner Cunningham commented on Corps of Engineers Public Notice 071-0YB-l-00416, U. S. Navy Western Dlvison, Naval FacUlties Engineering Command. Board requests that proposed project be checked for any possi- ble detrimental affects it might have on the county. Board discussed the possiblities of the Planning Commission conducting hearings on plats. Further thought will Ehgiven to the matter before the Board's final decision. I Planner Cunningham informed that Amended regulation, Chapter l73-32, WAC regarding wetlands associated with shoreUnes merely clarifies the definition of the wetlands. Commissioner Brown informed that Mr. Frank Killiam came in at lunch time to ask the Board not to f::lrgat the library's request for funding at budget time. Chairman Kelly Signed approval for the Ben rd of "Stipulation for Settlement", Department of Ecology and Attorney General v. Jefferson County and Jerry Ralston. Board discussed letter from Henry Redkey re: Drainage matter on his lot at Cape George Colony. Commissioner O'Meara explained that Mr. Redkey wants to drain the rainfall from the roof of his house down off a high bluff. Said he is afraid it might cause erosion of the bank and wash mud down on the beach and therefore it doesn't seem feasible. Board will check further. 0' Letter from John O. Cossel, Attorney, regllrdinq a petition for stock restrioted area for Western Jefferson County, reforred to Prosecuting Attorney Daly. Board received letter from Superintendent, School District #50 re: Survey of FaciUties. Commissioners Kelly and Brown will obtain the same information from the Quiloene and Chimacum school diBtricts.
