Propose to install marker buoy: place approximately 1,000 cubix: yards of concrete rubble and 500 bundles of rubber tires in Admiralty Inlet. Shoreline Management Permit has been required. Special public hearing will be held. Notice of grant determination from the Department of Ecology, for thE'! amount of $5,065, for the purpose of setting up an office to provide applicants with information pertaining to environmental permit applications pursant to the Environmental Coordination Procedures Act of 1973. Program must be oparational by January l, 1974. Motion by Commissioner Brown, second by Commissioner O'MIB"8' to have resolution drafted deSignating the Planning Department as the office to handle these procedures. I Tl1e following correspondence was reviewed without comment: Two letters from the Department of the Navy: (1) Revewal of lease for Indian Island; (2) Notice of Henry Hajek's retirement. Memorandum from Harry SutUffe re: Renewal of insurance contracts. Status of the Action Plan from the State Highway Commission. Letter from State Parks and Recreation Commission re: Seal Rock-Propsed Boat Launch. Notice of license application from the State Liquor Board, Class H license, Randolph Holland Barrett d/b/a Discovery Bay Lodge for continues operations through January 3l, 1974. Minutes of Intermediate School District No. 114 Bca rd of Directors meeting September 13th. Mr.-Chet Dalgleish, Mr. Fred Houghton and Mr. William Pittis attended today's meeting. October 23, 1973 10:00a .m. Meeting called to order by Chairman Walter A. Kelly with all members present. Mr. Clarence Lammers appeared re: Herbicide Spraying. Stated he is opposed to the use of this spray in the area of his parents home, as it has been harmful to their health. Said the solution used by the county road department (24ST plus 24D) has been outlawed by the Pederal Government. 'Engineer Becker advised he has two sprayers who went to school for a week to become cognisant of the regulations and procedures and are licened by the State of Washington. Said it has not been outlawed by the state and has been used several times with no ill effect to the road crew. Chairman Kelly said he also has used this spray with no ill effects and if it were not used, it would cost the county several thousand dollars to keep the brush down. Commissioner Brown recommends obtaining an authoritative opinion from the Department of Ecology. Mr. Lammers requests being notified before roads are sprayed in front of his or his parents property. County will not spray in front of any- ones property if it is so requested and will publish notice .in the loca 1 paper of area to be sprayed. I Mr. and Mrs. C.C.Collins appeared re: Roads in Pleasant Tides Plat. They own property, Lot No. 33, within the plat and want to know if there is sufficient bonding to cover the surfacing. Said there has never been a road grader over the road. Asked: (1) When is there going to be a road ;Jrader in there; (2) When is the road going to be black topped; (3) If it snows, can a plow come in to clear the roads? Chairman Kelly advised that roads are on the Road Construction Program for 1974, and if needed, the snow plow can clear the roads this winter. Mr. and Mrs. H. r. P. Petorak, owners of Lot No. 27, asked expiration date of road bond. Stated dissatisfaction with the county for not foreclosing on the bond. Mr. C.G. David appeared and presented letter urging the county to give this matter immediate attention. Mrs. Robert PhUlips, Pleasant Tides, also attended in regard to the roads. . Letter from Edwin P. Miller, to Prosecuting Attorney Daly, adviSing that promised bids on road surfacing have not yet been received and due to a cash shortage, has entered into a tentative agreement with Mr. Hanford Choat to assume responsibility for the surfacing and the cost thereof in exchange for some property. Finalization of this agreement depends on Mr. Choat's abUity to raise the cash. Mr. Choat, in attendance, stated he has talked to Mr. M11ler concerning the exchange of property in re- turn for the surfacing of the roads, however:- no agreement was arranged. Correspondence between Attorney Daly and United Pacific Insurance Company was read aloud. In their opinion, Mr. Miller is showing good faith in trying to get the roads completed and therefore do not recommend foreclosure at this time. Board advised they have no alternative but to proceed under th.bir advisement. I Mr. Ken Clark ,Engineer, Pleasant Tides, asked if the Board had come to a conclusion 011 the requl.lat for variance on the road grades for Division 2. One road would be l5% and the other l6 & 1/2%. Stated thoy will do all of the roads in division #2 in hot mix. Board approves of variance with hot mix surfacing and spacial treatment on ditches along with surfacing from the intersection to the cul-de..gac. Mr. Choat and Mr. Clark agrae to the stipulations. I Mr. Paul Long, Cape George Colony, appeared to protest the propsed Nuclear plant in Blyn, Clal.1am County. Protested mainly the open air exploElions caused by the Northwest Tochnical Industries. Explained that the majority of their testings are under water and cause no disturbance, however, the explooions caused by the pi'O- cess of bondl.ng metal are quite severe----shaking their homes and greightening the Ilnimals. Sl'Jid it was bad last spring because of there being explosions overy day approximately 30 to 45 minutes apart <1nd due to their having another contract, they have started again. He j,s not asking for the plant to be closed, only that the explosions be controlled to eliminate the shock waveS. . Mrs. Marion Me/lcham spoke as a private citi2;on re: Propsed Thermo Nuclear Plant in Clalam County. 8h/3 read a two page typewritten letter, written by herself, and addre3sed to both Boars of C1allam l.md Jefferson County Commissioners, stating in essence, that if the nuclear plant were allowed to be conatnlCtad, the population of bpth counties would be threatened by the possibility of distruoUon of lives and property.
