Mr. Charles lettie advised that: (1) Plant would be producing much more energy then could possibly be utilized here and thersfore, it would have to be shipped elsewhere or other plants or fefineries built; and (2) If the Miller' Peninsula is so zoned, there would be nothing to stop the construction of the nuclear plant. After further discussion Commissioner Brown made a motion to write Clallam County asking them to defer any final action on zoning of this area until a meeting can be held for a thorough briefing as to the impact and benefits. Motion seconded by Commissioner O'Meara and made unanimous by Chairman Kelly. , Mr. Charles Little ,Developer, Protection Island appeared re: Impact Statement of Division 5. Final draft will be presented and discussed on November 12th. Board discussed the letter from Norma N. Clique re: Removal of barrier on Anderson Lake Road. Road was closed due to it being unsafe for traffic. It is not known how much it would cost to make it usable. Also, the need for re-opening has not been established. Motion by Commissioner 0' Meara, secorld by Commissioner Brown to table until Engineer's figures can be obtained and definite need confirmed. Auditor Betty Temple discussed the importance of adding the D. N. R. Timber sales back on the assessment rolls and urged immediate reconvening of the Board of Equalization for this purpose. The subject was thoroughly discussed again with Assessor Hansen. Motion by Commissioner O'Meara, second by Commissioner Brown iirecting Mr. Hansen to add said timber sales back on the assessment rolls and to obt&in permission to reconvene the Board of Equalization for implementation of directive. Unanimous. Order will be put in writing. Board received a copy of letter to Assessor Hansen, from Richard D. Hicks, Assistant Attorney General, stating he could not offer any advise in this matter. Letter from the Department of Social and Health Services re: Protection Island, Division 5. Stated the subjects of water supply and sewage disposal are key issues that must be conSidered prior to final. disposition of the pro- ject. Property tax bulletin from the Department of Revenue relating to SSB 2102-Sec. 21- Excess school levies for any school district Jdir 1973 for collection in 1974, was discussed briefly. Board approved and Signed Resolution No. 47-73, Property Tax Refund Program Implementation, as foiiows: RESOLUTION NO. 47-73 PROPERTY TAX REFUND PROGRAM IMPLE MENTATION PURSUANT to the provisions of Chapter 84.69 RCW, as amended by Chapter 3, Laws of 1973, 2d Ex.Sess., and pursuant to the instructions issued by the State Auditor and the State Department of Revenue pursuant to RCW84. 69.050, the County Treasurer is hereby authorized and ordered to make all refunds necessaI'~' by reason of the I decision of the Washington State Supreme Court in Department of Revenue v. Hoppe, 82 Wn. 2d 549 (1973), said I refunds to be made in accordance with the procedures provided for in Chapter 84.69 RCW, as amended by Chapter " 3, Laws of 1973, 2d Ex. Sess., and the procedures 6\ste,blished' in: UTe instructions from the State Auditor and , the Department of Revenue referred to above. APPROVED and ADOPTED this 23rd. day of October, 1973.
