John Doubek, Director, County Department of Emergency SelVices, appeared re: Appropriation of fuel. Advised that his department has been delegated, by the state, the responsibility of implementing the fuel application program. He cannot predict at this time if his part-time help will be able to handle the extra work load, but will keep the Board informed. Treasurer LUUan Jacobsen advised that Property Tax Refund Checks w111 be mailed out starting November 15th. Motion by Commissioner Brown, second by Commissioner OIMeara to approve the minutes of October 9th. and 15th. meetings. Unanimous. I Mr. John Alberti appeared re: Requests for Access Road, Dabob Spit. Presented petition signed by interosted property owners. Requests county make feasibility study. Suggests property owners donate the property and county build the road. Chairman Kelly said he had been approached by Mory Anderson and he offers to disouss the possibility of obtaining a 60' right-of-way from the property owners and building a road himself to enable logging. Mr. Alberti said Mr. Anderson wants to log all of their property for payment of road construction and they are not agreeable to this proposal. Discussion tabled until ilJme information can be obtained. I Request from Drainage District No.1 for tax assessment for the amount of approximately $800 accepted by the Board. Letter against further platting of Protection Island, from Bill Sullivan, referred to Planning Director Cunningham for inclusion into the Environmental Impact Statement. Notice from the Department of Social and Health SelVices that an additional $2,068 has been allocated to Jeff- erson County Mental Health Fund for 1974. Board questions whether county is receiving an adequate amount to cover costs incurred. . Notice from the Association of County MH/MR Administrative Boards I name change to "State Association of County Community Services Board", and advises that drug abuse and a1cohol1sm will now be under their juriS- diction. Copy forwarded to Director of county's MH/MR programs. Planning Director, Dave Cunningham discussed the letter from Encon relating to the Basin Plan. He advises that scope of Encon' s study satisfies state requirements for grant purposes, however, land lIse study needs to be up dated and he will do this himself at a later date. Study is more beneficial as a long range plan. Also, state will not allocate funding for the purpose of planning. Board requests Cunningham to write the Department of Ecology for possible funding of the entire plan. Joint Clallam-Jefferson COllnty resolution will not be signed untU all questions are answered. Letter of correction from Mrs. Marian Meacham relating to the proposed nuc le;'Ir plant. Copi es of three letters from the Olympic Health District to: (1) Mr. D.J. Caulkins, Chairman Clallam Coun'ty Commissioners; (2) Mr. Dwight HawleY,Jr.; (3) Robert A. Fox, Olympic Canal Maintenance Corp. Copy of letter to W. J. Daly, from Superintendent School District No. 114. Property Tax bulletin from the Department of Revenue. .. Letter from Sutliffe & Co. re: Washington CountHes Ir.surance Fund. I Mrs. Marian Meacham appeared re: Proposed construction on West Valley Road. Stated aha and her neighbors would like to be advised of, and also be included in any work contemplated for this road. Engineer Becker in- formed of plans f':>r widening and the proposed addition of horse traUs. Road ie Clllssified as a "collecto:r" road. Discussion followed relating to the possibUities of brinqinq it up to better standards. Property ownel's will be notified and included in any propsed changes. Mr. Homer Tobin appeared re: Survey of RCl'ld in Captain Tibbals Lake Park. Inq\.\lred as to when 9urvey would be complettd - road is 1ft rked on the plat map, but has never been layed out.
