Aven ue, between Moore and Eugene streets, Irondale Plat Division 2. Tlabled until it can be checked out thoroughly with the Engineer's Office. Board acknowledged receipt of copies of Notice of Appeal to the State Board of Tax Appeals from Anderson & Middleton Lumber Company and Elmore Boom Company. Letter from Elnore L. Hyland requesting information on property on Mount Walker referred to Assessor Hansen. Letter from WilHam C. Vencent requesting that his timber land be transferred to the deferred tax status, referred to Assessor Hansen. Request from Robert M. Goehring, Coordinator, MH/MR, for permission to attend an out of state meeting on Nov. l5th. and 16th. Motion by Commissioner 0' Meara, second by Commissioner Brown to approve. Unanimous. Letter from George Randolph, Manager, Port of Port Townsend, regarding the feasibility of either joint ownership with the county, or rental, of a tractor for mowing the grass at the airport. Engineer Becker explained that county and port would need the mower at the same time, so it would be better for the port to rent one locally. Com- missioner Brown recommends they contact the Fair Board ofr the possibil1ty of renting theirs. Letter will be written advising of recommendations. Board received copy of letter to the Board of Trustees, Cape George Colony Club, regarding the explosions and severe shock waves they are receiving from the N. W. Technical Plant at Diamond Point. Motion by Commissioner 0' Meara, second, by Commissioner Brown to advise them to draw up a petition for presentation by this Board of Clallam County Commissioners. Unanimous. Letter of advisement will be written. Board discussed the proposal of placing 93% of the Olympic National Park under the National Wilderness System outlined in the Wilderness Act of 1964. Board feels the park should have public access, if only by trails. Board discussed letter from the National Association of Counties re: System of payment-in-lieu of taxes for federally owned, tax-exempt lands. Planning Director Dave Cunningham appeared to discuss the following: (1) Request from the Department of Game to delay final action on Protection Island, Division 5. Day of final determination changed to November 26th. (2) Request from School District No. 49 relating to Shoreline Management. He explained the school is doing a training program for marine biology and aquaculture for the high school students and they now request permission. to place three floating pens at three different locations in Kilisut Harbor. Cunningham will send them a shoreline management application for permit. (3) Reinbursement from Planning and Community Affairs Agency and the Department of Ecology. County received $4,086.76 (plus 10%) for Shoreline Inventory and $2 ,Ill. 85 (plus 10%) for Phase I contract. Custodian, Tom Heinbaugh advised that crude oil prices are being raised apprOXimately 33% and recommends that it be taken into consideration in the' 74 budget. Board will check further with the fuel company. Bill Straton, Rosemary Pederson, Carol Colfer, Barbara Goodwin and Bronwyn Woodwara, appeared re: Playground Equipment for Quilcene Park. Presented list of equipment needed and prices from two different companies. Rest- room facilities will also have to be checked into. Commissioner Brown suggests county park man work with these people to draft a definite plan. Board concurs. Chairman Kelly will mark the perimeters and trees to be removed and county will clear. Timber can be sold to cover cost of equipment. Board approved and signed Resolution No. 49-73 and Resolution No. 50-73, as follows: RESOLUTION NO. 49-73 A RESOLUTION authorizing an increase in the base figure of the County officers and employees Advance Travel Fund, as now administered by the County Auditor. WHEREAS I there has been an unprecedented drain upon the Advance Travel Fund, due to demands by officers and employees of the County Road Department, and thus it appears necessary thnt the total Bum allotted for this purpose should be increased from $1,500.00 to $2,500.00, now, therefore, BE IT RESOLVED I and the County Auditor be, and she is hereby authori:!:ed and empowored to draw , her warrant upon a properly approved voucher against the County Road Fund. General Administration, in said amount of $1,000.00, for depOSit in the First American :..rational Bank of Port Townsend, subject to check drawn upon said Advance Travel Fund, all as contemplated by the provisiono of R.C.W. 42.24 and rules and regulations heretofore promulgated by the State Auditor.
