Harry Sutliffe, President, Sutliffe & Company appeared to adivse of basic changes in employees insurance for
1974. (1) Coverage for hospital room and board raised from $44 to $55. (2) Hospital out-patient care extended
to dependents. (3) Eye examinations will be paid in full to member of W. P.S. for Opthamolgist and up to $20
for Optomotrist. Life insurance is included in packet only. Question as to difinition of "full time" employee to
be discussed at the next insurance meeting. Optional plans to be considerod are: Maternity. Prescription Drugs,
(under Blue Cross only); and Dental (currently underwritten by Washington Dental Service with stipulation for
100% participation and 100% paid by the county on compos it rate). They are waiting for a bid from United Pacific
for 80% coverage.
Discussion held regarding the request from members of the supplemental retirement plan for termination of
their accounts. Mr. Sutliffe will send letter enabling liquidation of these accounts.
Board received notice, from Cla11am County Board of Commissioners, of Public Hearing on the proposed zoning
for Bly. Motion by Commissioner O'Meara, second by Commissioner Brown to also hold a public hearing on the
matter in this county on Monday, November 19th. at 7:30 p. m. in the courtroom.
The following correspondence was reviewed without comment:
Copy of letter from Olympic Health Department to the Union Wharf Corporation.
Notice from the Department of Ecology of end of 45 day review period for Pope & Talbot, Inc., Permit Nor.

Also attending today's meeting were: William Pittis, Fred Houghton and Mike Orth.
There being no further business before the Board, the meeting was adjourned.

10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all Members present.
Engineer Becker discussed the petition, from Donald H. Nail, requesting comp1ettion of 6th. Ave. between
Moore and Eugene streets, Ironda1e Plat, Division 2. Board feels this road is not needed at this time due to the
petitioner already having an access road. Letter will written adviSing that road will be completed along with the
development of the road system of the area, at an undetermined date.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of October 5th and 12th.
Unanimous.
Board received copy of Compaint for Injunction; Summons; Motion for Temporary Injunction and for Early Trial
Date; Notice of Presentation of Motion for Temporary Injunction for Early Trial Date; and Affidavit of J. C.
Pauley, in the matter of Peninsula Plywood Corporation vs. Jefferson County and Lloyd D. Hansen, Assessor-.
Matter to be considered at time of trial.
Board advised that application for C'lass H liquor license, by Blake and Walter Corporation d/b/a Quilcene Cafe,
had been withdrawn by the applicant.
Board received letter from Eloise W. Kailin, M.D. re: Proposed Nuclear Plant at Blyn. All correspondence will
be presented and considered at the 'hearing.
Corps of Engineers Public Notice No. 071-0YB-l-001836, Washington State Department of Natural Resources,
referred to Planning Director Cunningham for advisement.
Mr. and Mrs. Lincoln Rogers appeared re: Barrier on Anderson Lake Road. Stated the consensus of the property
owners of the area desire to have the barrier remain ac[~ss the road so that it will remain private. Board advised
that condition of the road requires that the barrier be left in place to prevent any possible accidents.
Eningeer Becker asked the desire of the Board on calling for fuel bids this year due to their only being able to
receive fuel from one supplier. Commissioner Brown advised that states ruling may change before the first of the
year and therefore should call for bids as usual. Commissioner 0' Meara requests that schools be included in
county's bid to enable the pOSSibility of a lower price for a larger volume. Board concurs. Engineer Becker
will contact the schools for volume needed. Motion by Commissioner O'Meara, second by Commissioner Brown
. to sign Call for Bids to be opened and read January 7 ,l974. Unanimous.
Board received copy of corrected assessment rolls as presented by Assessor Hansen to the November BlllBrd of
Equalization, being in session today as by law prescribed. Total assessed value $116,582,325.
Board received petition for vacation of county road by Hanford B. Choate and Blck Point Associates. There is a
possib1Uty of this road leading to the beach and therefore question as to the legality of vacation. To be investi-

Planninq Director Cunningham briefed the Board on the latest developments on the River Basins Planning. Advised
this is Phase I of two phase program and this county will benefit by Signing a contract with Clallam County.
Cunningham will return resolution to C1allam County for re-drafting before exeoution by this Board.

Act of 1973. Cunnlnqham advised this 1s enabling procedures for a oounty "one stop permit agenoy". Resolu-
tion will be drafted directing this ronpons1bUity to the Planning Department.
