Board signed environmental assessment on each of the fourteen projects on the final proposed road construction
program, as presented by Engineer Becker.

Mr. and Mrs. Wise1 Watkins appeared re: Right of Way of the former Charles R. McCormick Railroad. Right
of way passes through the middle of their property and was given up for taxes by the railroad company several
years ago. They wish to purchase this property from the county. Board advised to make application and they
will be notified of tax sale.
The following correspondence was reviewed without comment:
Letter from the Department of Social and llrea1th Services re: County Alcoholism Plan Bucget and SCAN
Telephones.
Notice from Urban Arterial Board re: Urban Arterial Trust Fund Payments. (County not currently involved).
PEP Onsite Monitoring Report from the Employment Security Department.
Copy of letter from County Planning Director to Robert E. Porter, Chairman, Port of Port Townsend.
Letter from Chicago, Milwaukee, St. Paul and Pacific Railroad Co. re: Clearing of Ice and Snow.
Cop~' of Planning Commission minutes of meeting on October 31st. and November 7th.
Copy of ShorelinE! Management Advisory Committee minutes of meeting of November 8th.
Copy of Intermediate School District #1l4 minutes of meeting on October 11th.
Also attending tooay's meeting were '\^7llliam Pittis, Fred Houghton and Mike Orth.
There being no further business before the Board the meeting was adjourned.

Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of last meeting. "
Unanimous.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve and sign Resolution No. 53-73,
deSignating responsibilities relative to the Environmental Coordination Procedures Act. of 1973 to the Planning
Department, as follows. Unanimous.
RESOLUTION ~ro. 53-73
WHEREAS, the Environmental Coordination Procedures Act of 1973 directs cities, counties and state agencies
to cooperate in the coordination of certain environmental permits, and
WHEREAS, each county is to esignate a department or agency within it's jurisdiction as administrator of
necessary procedures, as well as grant monies, and
WHEREAS, grant-in-aid money is to be provided by the State of Washington for implementation of said Act, and
WHEREAS, the citizens of Jefferson County will benefit from such a permit coordination program,
NOW, THEREFORE, BE IT RESOLVED by the BOARD OF COMMISSIONERS, JEFFERSON COUNTY, WASHINGTON I
that the JEFFERSON COUNTY PIANNING DEPARTMENT IS DESIGNATED WITH RESPONSIBILI'rIES REIATIVE
TO THE ENVIRONMENTAL COORDINATION PROCEDURES ACT OF 1973.
