The county road purpose herein described is HEREBY DECLARED to be public necessity and the County Road
Engineer is HEREBY ORDERED AND AUTHORIZED TO report and proceed thereon as by law provided.

BE IT FURTHER RESOLVED that this purpose be performed by day labor in accordance with State of Washington
Standard Specifications for Road and Bridge Construction as adopted by this Board.

Hearing for Protection Island, Division 5. Mr. Charles Little ,Developer, appeared. No one appeared against.
Final draft of the Environmental Impact Statement has not been completed due to delay by the Department of
Ecolo~y. Board requests letter of recommendation from the Planning Department when they submit the Impact
statement. Hearing to be continued on December 3rd.

Assessor Hansen presented Abstract of Tax Rates and Taxes for 1974 Roll including 55% Timber.
Letter from Edwin H. Wilder expreSSing concern over the one year limitation of building permits. He will be
advised of the procedure for renewal of permit.

Executed copy of Amendment No.1, Contract No. l060-PRC-l276, for Alcoholism Services.
Notice from State Liquor Control Board of license transfer from Kenneth B. and Glayds E. Stratton d/b/a
Four Comers, to Lawrence Jack and Ruby E. Southma yd.
County trust land transmittal of funds from the Department of Natural Resources, $3,281.38 from Pope &
Talbot, Inc.
Also attending todays session were: William Pittis,Fred Houghton, Sam Humes and Mr. & Mrs. R.G.Beres.
There being no further bUSiness before the Board, the meeting was adjourned.

10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all Members present.
Hearing for Shoreline Management Permit, No. 62, Clee Richardson, for Marine Storage Repair and Manufacturing
, Fa c1l1ties . Planning Director, Dave Cunningham gave presentation and reoommended approval of permit. Motion
by Commissioner O'Meara, second by Commissioner Brown to approve Permit No. 62. Unanimous.

Hearing relating to the issuance of a Class H liquor pormit for Quilcene Cafe delayed until Docember 10th. at
2:30p.m.
Hearing for Final Budget 1974. The Board and Auditor, Betty Temple thoroughly reviewed budgets for each and
every office, making corrections, del:ltions and/or additions as were deemed neoessary. Each elected offioial
was called to be present at the time when their portion of the budget WelS to be discussed to allow them the
opportunity to approve or dispute any suggested changes to be mnde, ns follows:
Aariculturltll approved as presented for l:1 total of $13,760.15.
AssessorL- Assessor Hansen appoared. Now pocit1ons of Real Property Appraiaer m and Clerk
were deleted. Office employees given $43 a month rah~e and dental inaurance added under personal benefits.
Office machines and oquipment were cut from 3,000 to 1,000 for a budget total of $105,474.00
Auditor; Employees given $43 a month raise and dental insurance added. Printer Reader deleted
under CapItol Outlay for a budget total of $67,029.00.
