Planning Director, Dave Cunningham, stated in so far as the impact statement is concerned, he does
not feel substantial evidence has been presented to indicate that Division 5 should be protected in its entirety
and therefore, recommends that Jefferson County be the first to protect the auklets by approving the plat with
restrictions recommended by his department and the planning commission.
Chairman Kelly stated he feels sufficient evidence has been presented and thinks approval of the plat
development should be denied.
Board will take all information presented into consideration before making a final decision.
Also attending this hearing were R.G .Beers, Gunnar Fagerland and William Bishop.
Mr. Melvin Kivley submitted six copies of the final prOp9S(ld plat map of Kivley's Addition to Hadlock to
Engineer Becker as required.
Hearing regarding the issuance of a Class H liquor license for Quilcene Cafe. Board received letter from the
District Sanitarian adviSing that all requirements had been met and he has no objection to the issuance of the
license. Letter was also received from the Chairman, Quilcene School Board, stating they have made no de-
cision and the matter will be taken into consideration on Monday evening, December 10th.
Tex Lockridge said the VFW is not now going to apply for a class H license, as he previously stated,
and therefore he feels they are all in favor of the license for Quilcene Cafe.
Paul Gahr and Steve Dowen, applicants, presented petitions from the business community of Quilcene
in favor of license with 142 signatures.
Bill Stratton, Quilcene, also spoke in favor of issuance of license.
Don Thacker advised that he is negotiating with the applicants for the sale or lease of his property
for parking area.
Richard Marshall, School Teacher and Minister, read lengthly statement of disapproval. Also appearing
with Mr. Marshall in opposition to the license were Bob Morton, Bertha Higham, Pastor, Quilcene Church, Ed
Dobeas, Jean Martin, Michael Zapareski, Don Ward, Lorna Ward, Bert Ericsen, John Siebenbaum, David
Whitman and Richard and Rosalie Keishchner.
Commissioner O'Meara feels the Board should approve the issuance subject to the actions of the
school board and the churches and so moved. 6:0mmissioner Brown requests additional confirmation in writing
on parking areas and therefore action will be delayed.
Bill Stratton discussed his" short property section" with the Board and Assessor Hansen. No decision made.
Mr. Stratton is to discuss the matter further with Mr. Hansen.
Auditor, Betty Temple, advised that Judge Chamberlin Signed the Order prohibiting the county to place the DNR
timber sales on the tax rolls. All department budgets I except reimbursable budgets and budgets matched by
Federal and State funds, wUl have to be reduced to meet the lowered valuation for 1974. Negotiated salaries
will also be exempt from the cut-back",
Engineer Becker discussed the completion of roads in Lazy C, Division 3. Stated the yare satisfactory to
him and recommends releasing of the bond. Motion by Commissioner 0' Meara, second by Commissioner
Kelly to release the road bond to John Swift, Developer.
