Glen Abraham,City Attorney, presented Agreement for Mental Health Service by and between the City of
Port Townsend and the County for the purpose of payment by the City to the County the sum of #3,000 to the
County Mental Health & Retardation for Bayshc,re Interprises. Motion by Commissioner Brown, second by
Commissioner O'Meara to accept and sign Agreement. Unanimous.
Board received letter of protest, from Chima cum Grange No. 581, against propased rare increase by Puget Sound
Power & Light Company. Commissioner Brown suggests that Grange Members should appear before the PUD,
No action taken by this Board.
Request from Ancillary Manpower Planning Board, District No.1, for the appointment of one member and an
alternate from Jefferson County. Action dela yed until Board finds persons available to serve on this
00 mmittee .
Pre-application notification form from the Olympic Regional Planning Council for the Community Action Council
Chairman Kelly signed approval of the Board by motion of Commissioner O'Meara, second by Commissioner
Brown.
Mrs. Melisa Goehring appeared re: Construction plans for '''lest Valley Road. Engineer Becker advised that
30,800 has be6n allocated the '74 budget for widening approximately one mile to 28' and resurfacing for safety
reasons. They plan to start at old shop site and go south. Mrs. Goehring said that property owners along the
road request that it not be made into a highway because they don't want the fast traffic.
Continuation of hearing for Class H liquor license, Quilcene Cafe. Mr. Paul Gahr and Mr. Steve Dowen, appli-
cants, and Mr. Bill Stratton presented copy of earnest money agreement for the purchase of Stra tton' s property
for required parking area. 'l'hey verified there is sufficient space for double parking 90' across. Motion by
Commissioner O'Meara that in as much as all county requirements have been met, license be approved subject
to approval by the QuHcene School Board. Motion second by Commissioner Brown and unanimous by Chairman
Kelly.
Department of the Army, Corps of Engineers Public Notice No. 071-0YB-I-00l87B, Pleasant Tides Properties,
received by the Board and referred to the Planning Department and the Shorelines Management Advisory
Committee.
Letter from F. R. Worthen, President, Nyanza Fish Company re: Aquaculture project in SIlent Lake referred to
the Planning Department.
Palmer McCarter, County Extension Agent, presented request for transfer of funds in the amount of $300 from
his budget of transportation to capitol outlay, to enable the purchase of urgently needed storage cabinets.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve transfer. Unanimous.
Engineer Becker advised that Scenic Vista Act 1971, enacted by Congress, gave the Sta te Highwa y Department
instructions to either eliminate highway Signs and are requesting permissIon from the county to remove signs
from county roads which can be seen from the state highways. Permission denied by all Membors.
Auditor Betty Temple informed the Board that due to the retirement of the Clerk, an "acting Clerk" should be
appointed during the interim to elimInate any disruption of service. BOllrd COJl::Ul'S. Mrs. Virginia Franz
appointed as "Acting Clerk" until such time as an appointed Clerk takes over duties of the office.
Mrs. Norma N. Clique appeared to request that barrier on the old lake Andorson road be removed, Stated she
owns timber property there and the barrier prevents her access and in case of fire, prevents aCceos from a 11
sides. Board advised that: (ll) road was closed for safety reasons; (2) Thera is another road into the property
less than 11/2 miles away; (3) the Fire Chief said they would not use the old road in case of fire because of it
being unsafe; and (4) home owners on that road do not want it open. Mrs. Clique said it is inconvenient to
drive the e>ctr8 distance to the other road and Mr. Ralph Theriault has consented to donate the fUl dirt necessary
to widen the dangerous curve. Enl,lineer Becker w111 do a preliminary survey in a couple months to determine the
extent of work that would be involved and time required. Final decision w111 be based on this findings.
Jim -Baylor and B111 Korff, State Highway Department appoarod to advAoe of thoir budget and road programs
for 1974 and 1975. Stated their budget is based on "estimated revenue forcast" and therofore changes in the
final plans are eminent and work wUl be based on priority system. Ravemw is non-o>ctstant at this time for
work on highway no. 20. In the next two years, thero is engineoring m(Jnoy for Crocker lako to tho rivor south
of QuUceno to raise grade level in flooding areas and re-surface. There are no funds available for the Hood
Canal RI:)~c1.
Board asked if U.e stop light at Discovery Bay was neCf.lS,gary due to high accident rate becauso they
feel the light is a hazard. Mr. Korff said the light is actually doing morc heum than good and its suppose to be
changed to 11 "caution Hght." ,They will check into it further and notify the Board.
