Commissioner Brown requests the setting up of a tentative rate schedule, to be included in the agreerrent. Draft wi'll be sent t:) the C.ity Atto.mey for approval before'.finel typing. Mayor Joe Steve disoussed proposed SoUd Waste Plan. Said figuring approximately $2 a cu yd comes out to $13,000 a year and he only has $8,400 in the 1974 budget. Also asked what the county planned to do regarding the rental or purchase of the city's equipment. Commissioner'Brown advises that the county is not ready to .put ! new plan into effect by the 1st' of the year and therefore, suggests leaving things statusque until the county is ready to make the change-over. Assistant Engineer Bagley said ,.11 arrangements should be finalized by the 1st of February. Mayor Steve said he is contemplating letting the garbage out on contract for the city - onw prob- lem is disposal. Commissioner Brown said the same rate would be charged no matter who did the dumping at the disposal site. Mayor Steve' said the city will continue as is until they receive further notice from the county. Mayor Steve and' John .D'oubek ;CountY 'EmergElncyServices Director, discussed the emergency situation caused' , by the loss of the amb ulance service. Doubek said new legislation is being proposed to make ambulance and personnel standards much more stringent and he fears .that if these laws are adopted, regulations, and guidelines will be too restrictive and demanding to enable compliance by the voluntary ambulance personnel ~ He suggests the 'millage has already been set, c6nsequently there are no funds available for an ambulance. Mayor Steve suggests the county and city designate revenue sharing funds to pay for ,one. Board advised that Hospital Dis- tricts would have to be re-district due to present service in Brinnon and Qullcene, otherwise, they would have double taxation. Doubek said he is contacting various ag'encies for an ambulance and has one now on a tempo- rary basis, but there's a problem obtaining trained personnel. He will draft all alternatives for presentation to the county and the city. Mr. lames Swanson and Attorney Dennis Seinfelt appeared re: Shoreline Management Permit, Mats Mats Bay. Original hearing held March 26,1973 and final action has been delayed due to environmental impact statement, etc. They now ask for a final determination. Planning Director Cunningham stated he has reviewed all correspondence and presented and read list of conditions of approval from the Planning Commission. A portion of one condition stated that no maintenance of vessels, fishing gear or other equipment related to the operation shall take place on or in the vicinity of the dock. Mr. Swanson requests that "fishing gear" be stricken so that, he may haul the nets ashore for washing. Permission granted by the Board. Minor maintenance will also be allowed, however, changing of oils, hydraulic fluids and things of this nature will not be permitted. "No odor" was included under noise and nuisance factors and agreed to by Mr. Swanson. Request for an additional 25' beyond the existing dock, for the anchoring of pens will be considered further before approving or denying. Final determination for the S.M. Permit w1ll be delayed urltil January 7th to give the Board and the applicants additional time to review the conditions of issuance. Norman Pollach, Secretary Teamsters Local 589 appeared re: Signing of Agreements for the Road and Sheriff Departments. Corrections were discussed and initialed by both the Board and Mr. Pollach and Agreements were executed for 1974. Board received letter from Prosecuting Attorney Daly stating he had been informed that no arrangements had been entered into between the county and the hospital to allow compliance with the new involuntary treatment act, effective January 1st. Matter will be looked into immediately by Commissioner O'Meara. Mrs. Vema Spindor, Mrs. Virginia Franz and Mr. David Skeen, whose names were submitted by the Republican Central Committee, appeared for interviews for the position of County Clerk. Appointment will be made by the Board on January 7th. Letter from Assessor Hansen re: Bis for Railroad Righty-of -Way from Wisel B. Watkins. Letter advises that right-of-way extends onto and through property owned by persons other than Mr. Watkins and recommends that they be notified of the intent of sale. Sale of property will be delayed until contiguous property owners can be contncted. Board received Revised Budget for 1974 from Mental HeaLth, and Supplementary Budget 1973 Port of Port Townsend, for review and advisement. Planning Direotor Cunningham presented a list of suggested county members for the North Olympic Coastal Basin Coordina Ung Committee for Board's consideration. Cunningha m will send letters of invitation to persons recommended by the Board. The Bo.ud reviewed the follOWing correspondence: Letter from Mra.
