Motion by Commissioner O'Meara, second by Commissiore I' Brown to approve and sign Assignments of Fran-
chise, originally granted to Community Utilities, Inc. on January 5, 1959, and to Inter Farmers Telephone Co.
on April 4, 1933. Unanimous.
Board received copies of reSignations from WilHam Scheyer, as Commissioner, Hospital District No.2, and
Griffith Short and Robert C. lohnson as Commissioners of Drainage District No. 1. Motion by Commissioner
Brown. second by Commissioner O'Meara to accept all three resignations. Unanimous.

Bob Goehring, County Mental Health and Mental Retardation Coordinator, appeared re: County's progress to-
ward implemen tation of the new Involuntary Commitment Act. Advised that February 1st will be the starting
date of an agreement between the County and St. John Hospital for use of the hospital as the county's Evalu-
ation and Treatment Center for a 72 hour facility. with Dr. Rowe designated as the attending physician. Pa-
tients who require a longer sta y will be transferred to Western State Hospital and it will be necessary for the
county to sign a contract with Western, specifying they will provide diagnosis and treatment for ,county patients
beyond the initial 72 hour period. St. lohn Hospital will be given a six months proviSional certification of
approval by the Department of Social and Health Services until standards are established. Agreement between
the county and the hospital should be put in writing whereas the county will pay the hospital $125 daily room
rate for indigent patients, to be reimbursed by the Department of Social and Health Services. Department of
Social and Health Services will also pay $75 for each case in which the appointed Mental Health Professional
is involved, and Mr. Goehring stated there should be no additional cost to the county per case.
On Prosecuting Attorney Daly's advisement that Mr. Goehring is qualified under the statute, motion
by Commissioner Brown, second by Commissioner O'Meara to appoint Mr. Goehring as the Mental Health Pro-
fessional for Jefferson County. Unanimous.

Hearing for Shoreline Management Permit, James E. Swanson, Mats Ma ts Bay. Mr. Swanson, applicant and
Dennis Seinfelt, Attorney appeared for Board's decision. Mr. loseph &Jnie.1.s p.ppeared in opposition to the per-
mit, stating he feels there are enough commercial business' on the bay and would like to keep the rest of the
bay residential. Attorney Seinfelt stated that Mr. Swanson is not making any permanent changes in the environ-
ment and the business can be reverted back into a residence. Also, they are not actually processing the fish
in,the form of cutting them up, merely freezing them whole. Planning Director, Cunningham presented list of
18 restriction and conditions of approval. the last of which pertains to violation of permit conditions. whereas,
any person may file an affidavit based upon personal knowledge stating facts alleged to constitute a violation
of the permit; upon receipt of affidavit. the facts are to be investigated by the Planning Director, or his desig'.
nee and if he finds a violation has occured, he shall than file a verified complaint with the Board of Com.. :
missioners. Upon receipt of complaint, the Board shall set date, serve notice and publish notice of public
hearing at least 10 days prior thereto. Within 7 days after the hearing, the Board shall make their conclusions.
Conditions of issuance were reviewed and approved by Prosectuing Attorney Daly, Mr. Swanson and Attorney
Seinfelt, with the addition that "nothing therein shall prevent an appeal of any decision to Superior Court".
Commissioner Brown advised that Health Department only approved a building permit for the construction of a
residence and therefore, Mr. Swans on will have to re-apply for a permit fOl' a commercial business.
Motion by Commissioner O'Meara to approve the Shoreline Management Permit for James E. Swanson
subject to restrictions I-IS, with addition, submitted by the Planning Department, second by Chairman' Kelly.
Commissioner Brown sustained due to lack of letter of recommendation from the Shoreline Management
I',dvisory Committee.

The Board counted cash in the Treasurer's Office and visited the county jail as prescribed by law.
Request for information from the American Civil Liberties Union of Washington regarding "New Mental Illness
Legislation" referred to Prosecuting Attorney Daly.

Letter from Corps of Engineers re: Contract for the Maintenance Dredging of Oak Ray Canal.
Letter of appreciation from lohn and Elizabeth Fletcher, for county's construction of new bridge over
Owl Creek.
Letter from Edwin C. Franzen re: Proposed J. Freder.lck Palmer Plat.
Letter from the Department of Social and Health Services re: Emergency Adoption of Rule Changes
for Title 29 Benefits.
Notice of liquor license transfer from Kenneth B. and Gladys E. Stratton,d/b/a Kon's Fnur Corners,
to Lawrence J. and Ruby E. Southma yd, d/bla Southma yd I S Grocery.
