January 21,1974 10:00a.m. Meeting called to order by Chairman Walter A. Kelly with ell Members present. I Hearing for Prellmil'lary Plat, Pleasant Tides, Division II. Appearing are Mr. Hanford Choate, Developer, Mr. Ken Clark, Suvoyor-Enginoor and Mr. Ted Johnson, SoU Engineer. Plclnning Director, Dave Cunningham gave presentation showing location of lots, roads, greenbe It area, etc. Stated that although the preliminary plat conforms to tho oounty's Comprehonsive Plan and generally conforms to the Platting Ordinance, it was not approved by tho Hoalth Dopartmont, duo to so11 conditions not being suitable for the installation of septic tanks and draJnfiolds on proposod 12,000 sq. ft. lots. District Sanitarian Durant advised that he had just re- ceived a chango in plans from Mr. Choate and therefore will be submitting a new letter of recommendation. Motion by Commissionor O'Moara, second by Comml,ssioner Brown to postpone the Hearing until January 28th. to allow the Health Dapartment and the Planning Commission additional time to review new proposals and submit now recommondations. Unanimous. I Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of last meeting. Unani- mous. Board approved and Signed Resolution No. 4-74, relating to the sale of tax title property. as follows: RESOLUTION NO. 1.-74 The Board of County Commissioners for Jefferson County, having been informed that today the Superior . Court of the State of Washington for Jefferson County entered its order and judgement for the foreclosure of the tax lien for the taxes for the years of 1966, 1967, and 1968, as reflected in Certificate of Delinquency No. 53. as filed in said Superior Court: now, therefore Pursuant to the proviSions of RCW 84.64.080, be it RESOLVED and it is hereby ORDERED that the Treasur- €II' of Jefferson County proceed to sell the property described in said Certificate in the manner and form provided by law, and that Friday, the 1st day of February. 1974, at the front door of the Jefferson County Courthouse, in i the City of Port Townsend, County of Jefferson, State of Washington, commencing at the hour of not earlier than 9:00 in the forenoon of said day and continuing until not later than 4:00 in the afternoon of said day, be and the same is hereby fixed as the time and place for the conduct of said sale. Board approved and Signed Resolution No. 5-74, appointing Jay B, Skewes as Director for the Regional Law and Justice Planning Office for Clallam-Jefferson Counties, as follows: RESOLUTION NO. 5-74 I A relJolut.1on of the Board of Jefferson County Commissioners amcnding Resoltuion No. 8-73, of 1973 and appointing Jay B. Skewes as regional Law and Justice Planning Director for Clallam and Jefferson Counties. WHEREAS, the Office of Regional Law and Justice Planner is now provided for by a reduced yearly funding grant and is now a part-time office and, . WHEREAS. Mr. Jay B. Skewes is familiar with the Criminal Justice System in both Clallamand Jefferson Counties and has agreed to work with all segments of the System, and, WHEREAS, Mr. Craig Ritchie, the former Law and Justice Planning Director, has agreed to consult with and llBsist the new law and Justice PlannIng Director.
