Memorandum from the Office of Alcoholsim re: Planning for Implementation of the Uniform Alcoholism and Intoxication Treatment Act. Kelly with all Members present. Hearing for PrelJ,minary Plat, Pleasant Tides, Divtsion II. Planning Director Cunningham gave presentation outlining conditions and restrictions submitted by the Planning, Health and Engineers Departments as entered in the Plat Report. Stated all recomrrB nEt preliminary plat approval subject to said conditions and restrictions. Mr. Choate said he feels the Health Departments restrictions are unreasonable, however, he does agree to abide and comply with all stipulations of approval. and will give full disclosure of conditions and restrictions to any proposed purchaser. Motion by Commissioner Brown, second by Commissioner O'Meara to approve the preliminary plat sub., ject to the condit:ions and restrictions of the aforementioned departments. Unanimous. I Hearing for Shoreline Management Permit, Washington State Parks, and Recreation Commission, to construct' an artificial reef for fish habitat at For Worden State Park, Admiralty Inlet. Planning Director Cunningham ad- vised that revised proposal site is acceptable by the fishermen, skin divers and all concerned and that rubble, to be used in the construction of ree.( has been tested and found to be non-toxic to the marine life. Application and proposed construction site has been inspected by the Shoreline Management Advisory Committee and found to be in compliance with the poliCies of the S. M. Act, and recommends approval subject to the conditions sub- mitted as "Attachrre nt A" to the !)ermit. Motion by Commissioner O'Meara, second by Commissioner Brown to approve Permit subject to the re- strictions outlined in Attachment A and made a portion of the permit. Unanimous. Unanimous.[ After checking, Engineer Becker returned to advise that totals are correct and recommends McBride Fence Ii Company be awarded the bid as low bidder. Motion by Commissioner O'Meara, second by Commissioner Brown to award bid to McBride Fence Company as recommended, for the amount of $5,617.50. Unanimous. (1) I Mr. Austin Frazier appeared regarding a dangerous "hump" and "horseshoe turn"in the Black Point Road. Re- quests the county to move this section of the road to allow a longer curve to eliminate the hazard. 130ard will request a survey of the road by the Road Department and a.dvise Mr. Frazier of thier fin~lings.. I Board received letter from John B. Robertson requesting informc::tion relating to the avallablity of "Flood Fund" monies. Planning Director Cunningham said the Department of Ecology has not identified Jefferson County as being in a flood zone area. Therefore, we are not eligible for flood insurance at this time- a survey has to be ccnduoted and the zone clearly identified before the county is eligible. He explained that 1st.. the county must apply for eligibility to the Federal Insurance Administration for "flood plain insurance", and 2nd., the county must identify the flood prone areas and the mud slide prone areas. They. in turn, claSSify the entire county as eligible for insurance, and then they contract with the U.S. Geological Survey to do a more preCise study of the area. Board requests Director Cunningham to proceed with the steps pursuant to application to the Federal Insurance Administration, and also, to check with the County Emergency Sercies Director, John Doubek, for poasible stllte disllster area classification and funding for property recently damaged by flooding of the Dose- wallips and Duckabush Rivers. .
