being improperly advertised. Mrs. Gustavson stated that even though they have been trespassing on Mr. Evans 11\
property, they enjoy walking down the county road (trail) across his property to the beach and therefore against I
the vacation. Commissioner O'Meara explained that the county road does not go to the beach, merely to Ii
Evans property and is therefore not needed by the county. Engineer Becker submitted a -letter stating he believes I:
it. inadvisable to preserve this road for the county road system in the future and recommends its vacation. Mr. 11
Evans says he does not want the road open to the public because it enables people to encroach on his property ii
and tidelands and poach his shellfish. :1
Previous agreement between the Board, Mr. Evan's and Mr. Gustavson was for Mr. Gustavson to build his
access around the Evans pro~erty and Mr. Evans would pay 1/3 of the cost. The county would then vacate the
county road and Mr. Gustavsofl. wOlld dedicate the new road to the county. At this point, a partial road has
been built and Mr. Evans has paid the agreed 1/3 of the cost. '
After checking the notice of hearing 'published in the local paper the Board confirmed that it was improperly Ii
advertised and by motion of Commissioner Brown, second by Commissioner O'Meara a new hearing date was 'i
set for Monday, February 25,1974. Unanimous.

Motion by Commissioner Brown, second by Commissioner Kelly to approve the minuted of Janusry 21st and 28th. 'i

Board received notice from lack L. Carter, Captain, U.S . Navy, Commanding Officer, Naval Torpedo Station"
Keyport, Washington that the Navy is planning to move the Ordinance operation presently located at Bangor to the:!
Indian Island Annex. They request information on road all-weather capibility and structural limitations . Letter'
will be answered including information requested.
Board approved and signed Contract No. 1060-CGG-2136 by and between the Department and Health Services
and the County providing for alcoholism services during the period of January 1.1974 through December 31,1974.

Mr. Lee Rea, Chevrolet Dealer, appeared regarding a misunderstanding and over-site of the bid price for 2-5 yd
dump trucks purchased by the county on November 20,1972. Pumps for both trucks were required in count speci-
fications and furnished by the Dealer, but were listed separtely from bid total. leaving a balance due of $1.740
plus tax. Motion by Commissioner O'Meara, second by Commissioner Brown to approve. payment of said sum
of $1,740 plus tax.
Mr. Glen Abraham, City Attorney, presented Youth Recreation Agreement by and between School District #50 and
the County for execution by the Board. Motion by CommissIoner Brown, second by Commissioner O'Meara to
approve and sign Agreement for the Recreation Program. Chairman Kelly signed approval of the Board.

Board received copy of letter sent by Mr. C. C. Collins to the Planning Department opposing the proposed boat
ramp at Pleasant Tides. Planning Director Cunningham advised that he had submitted all information to the
Shoreline Management Advisory Commission for their investigation and recommendations.
Mr. Randall Hicks appeared to ask if the county would open the Stark Road for access due to the flood damage
on the Shine Road. Board advised that the Road Department plans to repair the Shine road as soon as possible.
BO<lrd also received a letter from Mr. and Mrs. Sheldon Pritchard regarding the" hazardous condition" of the
Shine road.

IT IS HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS that it is their intention to construct a
brid~e over Fulton Lake Inlet.

The county road purpose herein described is HEREBY DECLARED to be a public necessity and the County
Road Enqineer is HEREBY ORDERED AND AUTHORIZED TO report and proceed thereon aa by law pl"ovided.
BE IT FURTHER RESOLVED that this purpose be performed by day labor in aocordanc':3 with State of Washington
Standard Specifications for Road and Bridge Construction as adopted by this Board.
