RESOLUTION NO. 11-74
IN THE MATTER OF
AGREEMENT TO PARTICIPATE
IN THE JEFFERSON COUNTY-PORT TOWNSEND
REGIONAL COUNCIL
W:-:EREA~, it is desiroable to form an association of a city, county, and special district officials to more readi-
ly understand concerns of each, and
WHEREAS. such an association can provide, in some instances, and more efficient and economical means by
which to accompliSh mutual ends,
NOW. THEREFORE, BE IT RESOLVED, that Jefferson County endorse the resolution to create the lefferson-Port
Townsend Regional CouncU and delegate representation to said Council to all three members of the Board of
County Commissioners.
APPROVED and ADOPTED this 4th day of March, 1974.

There being no further business before the Board, the meeting was adjourned by motion of Commissioner Brown
and second by Commissioner O'Meara.

March 11, 1974
10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all Members present.
Bid offers for the sale of Cold Deck Timber Piles at County LandfiIl Site. No bids received at the time of bid
opening, however, offers were submitted from Pat Handley, on March 4th. for the amount of 20%, and from
Philip Boling, on March 6th. for the amount of 45%. Motion by Commissioner O'Meara, second by CommissionsI'
Brown to accept the offer from Philip Boling with the stipulation that he check every load in and out with the
Caretaker at the landfill site, by means of a load slip when the logs are removed and a bill of sale from where
they're dumped. Unanimous.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve the minutes of March 4th. Unani-.
mous.
Mr. Bruce A. Goodwin sent a letter requesting permission to cut down an alder tree at the end of Fir Street,
Paradise Bay. Engineer Becker recommends approval with the proviso that Mr. Goodwin aocepts full responlli-
bility for any damage resulting from this, and the county is held blameless. Motion by Commission er Browrl,
to approve as per Becker's recommendation. Unanimous.
The Shoreline Advisory Committee sent notice that the present 10~ pOl' mUe travel allowanco is inadequate to
meet the current cost of drivinq. Board will advise that travel allowanoe cannot be ohanged until July, when
counties will be undor the general statute RCW 42.24.090.
Planning Director Cunninqham reported on the follOWing:
(1) Corps of Engineer's Publio Notioe 071-0YB-I-1971, Peninsula Telephone & Telegraph Company.
He advised that the projeot is within the jurisdiotion of the Shoreline Managemont Aot and therefore roquires
a Substantial Development Permit. He also stated that projeot is in the same looation that Clalarll County
P . U . D. No. 1 intends to construct an overhead pwoer line, for whioh as. M. Pormit has not beon qran ted. The
Board wiIl so notify the Corps.
: (2) New l~'gislative enactments, Amendments to the Subdivioion Aot, and State Buildinq Code Act.
, Advised that both the county and the city will have to oomply with the State's new mandatory bulldirQ code by
I! January 1975, and will either have to establish a " buildinq department!' or have oontracJtural services for
I: building inspections in c:ompliance with the law. And, in July of this year, the BUJ.to's subdivision act goe3 into
